Works directly with the Minister of National Security and designated Chiefs of the National Police, National Gendarmerie, National Customs Service and the Criminal Investigations Division in Equatorial Guinea (EG). Responsibilities include: 1) Provide strategic advice and expertise to senior-level National Security leadership, to include the Minister and the Vice Minister; 2) Development and implementation of National Security Strategy and Doctrine; 3) In coordination with National Security leadership, develop, coordinate, and execute an annual training plan that promotes the institutionalization of professional values and human rights; 4) Formulate mechanisms and processes to modernize police and security forces and organizations in the context of the rule of law; 5) Recommend and lead efforts to institutionalize best practices at all ministerial levels; 6) Develop procedures to improve law enforcement and security operations and readiness; 6) Ensure the execution of a wide range of national level projects, to include proper integration and synchronization of pertinent strategic plans and initiatives; 7) Plan, prepare, coordinate, and conduct training courses, as required.

Engility is seeking a retired, senior law enforcement professional (Military Police O-5/O-6 or CIVPOL Captain or higher) with at least three (3) years of direct experience with foreign law enforcement and security operations. Exceptional Spanish language proficiency (writing, conversational, and listening); Proficient in Microsoft Word and Power Point. Extensive experience and successful track record in at least six of the following 12 areas: 1) Ten (10) years as a Police Advisor or Police Supervisor; 2) At least three (3) years interacting with foreign police officials; 3) Proven ability to provide high-quality Spanish to English and English to Spanish translation of police and security-related documents and materials, 4) National Police, Gendarmerie & Customs force management planner (organizational development and integration); 5) National Police modernization, reorganization and force generation (ministerial/headquarters to operational (street) levels, to include personnel and equipment requirements development; 6) National Police strategy and doctrine developer; 7) Educator or instructor; 8) Curriculum/course developer; 9) Understanding of current U.S. police trends and programs, 10) Knowledge of criminal investigations protocols and procedures; 11) Routine and emergency police operations management; 12) Police force training management system design and execution, to include police academy operations and training. Highly desirable, but not required: 1) Native Spanish speaker; 2) Masters Degree from an accredited US university; 3) Police instructor certification; 4) At least three (3) years of hands-on experience as lead crime scene investigator; 5) At least three (3) years working in a Major Crimes Unit; 6) Technical and administrative understanding of Forensic Laboratory operations and activities.
