Duties & Responsibilities: Under broad supervision, manages state-level departmental accounting services for a department with complex and varied accounting functions. Directly and indirectly supervises professional accounting/payroll staff and technical, clerical and/or secretarial subordinates. Directs the recording, maintenance, reporting and control of agency revenues and expenditures. Establishes/implements departmental accounting policies and procedures in accordance with statutory and professionally accepted standards. Provides accounting expertise in departmental strategic planning and program design processes. Interacts with agency administrators and staff, professional accountants, auditors, vendors and financial institution officials on accounting and fiscal related matters. Monitors and evaluates accounting trends and innovations and implements improvements in the department's accounting practices. Develops and directs a comprehensive accounting program which integrates Generally Accepting Accounting Principles (GAAP), Governmental Accounting Standards, statutory accounting requirements and departmental fiscal policies and procedures. Directs the preparation of statutory, regulatory and GAAP financial reports in both standard and specialized formats to detail and certify the fiscal state of the department. Analyzes financial statistics and other accounting data to identify trends impacting the fiscal position of the department. Guides and encourages each employee supervised to attain maximum performance on the job; provides ongoing feedback throughout the review; follows established procedures for the periodic written evaluation of each employee's performance. Other duties and responsibilities may be assigned in addition.
Minimum Training & Experience: Completion of a bachelorÂs degree in business administration, accounting, finance, or a closely related field AND Four years of professional level experience in accounting and/or a closely related fiscal activity, two of which must have been in a supervisory, administrative or lead worker role OR One year of experience at the lower level or at an equivalent position
Agency Specific Qualifications and/or Preferred Qualifications: Minimum of 10 years performing a broad spectrum of significant accounting, budgeting and analytical tasks and assignments is required including general ledger closing and financial statement and budget preparation, revision and reporting as well as establishing and maintaining effective policies and procedures and internal controls. Experience working with government fund accounting and Federal grants is a plus. A minimum of 2 years in public accounting is preferred. In addition, an advanced degree in accounting or business and a CPA is highly desirable.
