The Office of the Financial Stability Oversight Council seeks a Policy Analyst to analyze the economic, financial, and policy implications of matters before the Council. The Council was created in 2010 as part of the Dodd-Frank Wall Street Reform and Consumer Protection Act for the purpose of identifying risks to US financial stability, promoting market discipline, and responding to emerging threats to the US financial system. The Council is chaired by the Secretary of the Treasury and has ten voting members, including the heads of the federal financial regulators. This position is part of the Council's staff office within the Treasury Department.

Treasury headquarters, the Departmental Offices, has responsibility for formulating policy and the overall management of the Department of the Treasury. The Office of the Financial Stability Oversight Council is recruiting to fill a key Policy Analyst position.This position is in a small office, with top staff members who work on a wide array of interesting issues.     DUTIES: The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
    • Monitor developments in financial stability, and related legislative, regulatory and policy developments;
    • Conduct research on a wide range of issues, including financial research, legal research, regulatory and policy developments;
    • Summarize findings and research in written products of various types, including tables, charts, short summaries, as well as longer memos, presentations and reports;
    • Assist in preparing written materials, including briefing or issue papers, and memoranda for use by senior Treasury officials, including for the purpose of meetings, speeches, interviews, and testimony;

    • Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience that has equipped the candidate to perform complex quantitative and qualitative research and analysis on financial companies and/or financial market utilities or on market developments affecting systemic risk in the financial system. AND Experience preparing written materials used by senior officials either in the private or public sector for the development of sophisticated policy decisions.
    • Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: experience that has equipped the candidate to perform quantitative and qualitative research and analysis on financial companies and/or financial market utilities or on market developments affecting systemic risk in the financial system.
    The experience may have been gained in either the public or private sector.

    One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Analysis: Financial Analysis Extensive experience applying the principles and practices of advanced financial analysis, such as quantitative modeling, or valuation analysis, related to the activities of large, complex financial institutions, corporations or governmental bodies. Economic Analysis Extensive experience applying the principles and practices of advanced economic analysis, such as quantitative modeling or econometrics, related to the activities and conditions of US and global economies. Research Skills: Research Experience Extensive experience conducting and producing research on a wide range of issues related to transactions or activities of the largest, most interconnected financial institutions or financial market utilities, as well as the activities and conditions of US and global economies. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three categories, A, B or C, depending on your experience and education related to this position. Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
