Capstone's Military Civil Operations division is currently seeking a motivated and talented individual who offers the knowledge, skills, and experience for a Geographic Information Systems Manager located in Guam.
This position will be filled upon task order award.
Develops, integrates, stores, edits, analyzes, shares and displays geographic information products to satisfy situational awareness needs using military, regional, national and international geographic data sets.
Responsible for using software and geospatial processing techniques to ensure GIS capabilities are maintained within the Navy Ashore Enterprise.
Develops, designs, and maintains relevant GIS products for the C4I Suite Regional website/portal for knowledge dissemination throughout the Navy Ashore Enterprise.
Uses tools to create interactive queries, analyzes spatial information, edits data, updates installation maps, and presents results.
Leverages knowledge of the experience with a wide variety of geographic data sources including commercial imagery, National Geospatial-Intelligence Agency (NGA) data, ArcGIS, and other products to develop synthesized final products.
Ensures geographic information can be accessed, transferred, transformed, overlaid, processed and displayed using appropriate software applications.
Evaluates software and geospatial processing techniques to ensure state-of-the-art GIS capabilities are maintained within the Navy Ashore Enterprise.
Supports GIS application design, data administration, GIS database administration, and system integration.
Designs spatial data coverages and associated databases and recommends workflow to create and maintain spatial data and to construct, populate, and maintain geodatabases, layers, tables, and links within the Maintenance and Analysis Environment (M&A) according to Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE).
Creates and maintains GID data, performs QA/QC of data, enforces data standards, and performs spatial data administration support and advanced spatial analysis for complex projects such as Anti-terrorism/Force Protection (ATFP) and Emergency Management.
Provides advanced cartographic output by producing maps, graphics, and charts using Geographic Information Systems (GIS) and graphic arts software programs; data formats include GIS feature classes and shapefiles, CAD, JPEG, GeoTIFF, TIFF, PowerPoint, Excel, Access databases, and bitmaps.
Provides training to ROC and related staff in the use of GIS applications for situation awareness in support of ROC operations.
Participates in ROC planning functions, Command staff calls, conferences, and other selected meetings as required.
Supervises personnel when additional GIS implementation is required.
Assists in COOP actions.
Provides surge support to other Navy regions in times of increased activation levels due to hazard or crisis response operations.
Minimum Education and Experience:
Bachelors Degree in IT or related field.
Minimum 5 years GIS experience.
Advanced knowledge and expertise in GIS programming and customization techniques.
Subject Matter Expert (SME) in geography, map design, concepts of spatial analysis, computer programming, digital image processing and coordination of geometry.
Active Final Secret clearance required.
