GENERAL DESCRIPTION OF WORK: Responsible for applying established payroll policies, procedures, and regulations in maintaining WYDOT's PeopleSoft and Agile Assets payroll module and "AMS Advantage" HRMS systems for 2000+ employees.
Calculate complex manual payroll checks for new hires, terminated employees and to correct payroll errors when an employees' final check is not paid through the payroll system, the final check is manually calculated.
Process and enter required documents for hand warrants and deductions to pay employees for items not processed through the monthly payroll cycle.
Calculate payback amounts for overpaid wages, request recall for incorrect pay from various financial institutions.
Check for approval of new hire paperwork by A&I in the payroll system, if the new hire is not in the payroll system for the current pay cycle, this paycheck must be manually calculated.
Train WYDOT employees on payroll processes and procedures, including time cards.
Receives and processes requests for donated sick leave, receives and logs donations and monitors time used.
Enters, balances, researches and makes correcting journal entries to all WYDOT time cards to ensure that labor is charged to the proper job to ensure proper reimbursement is received from the Federal government and other partners.
Prepare Worker's Compensation reports.
Develop and prepare complex queries for WYDOT supervisors and managers.
Compile and prepare year end audit work papers and schedules relating to payroll.
Research, complete and correspond to all employment verifications for financial institutions.
Calculate child support, garnishments, tax levies, and complete garnishment answers and submit Writs to various courts.
Under supervision of the financial services manger, serve as a back up to the payroll supervisor.
Analyze and reconcile computerized payroll files received by the State Auditor's Office, correct and update records.
Ensure data in PeopleSoft and AMS Advantage reconcile each other at all times.
Download monthly payroll reports from "InfoAdvantage" (a separate portion of AMS Advantage) and distribute them to the appropriate personnel.
Process the return interface of payroll from the State Auditor to the WYDOT payroll system and general ledger for balancing.
Entry and verification of one day meals, relocation, tuition reimbursements, military pay and leave accruals.
Maintains up-to-date records of employee's personnel information including, annual, sick and compensatory leave time.
KNOWLEDGE AND SKILLS:
Knowledge of current Federal and State labor laws and regulations including the 7K exemption, Wyoming Statues, State of Wyoming personnel rules, State's Compensation Plan and the ability to apply this knowledge to WYDOT's payroll policies and procedures.
Knowledge of fundamental payroll and human resources; state statutes and federal laws and regulations pertaining to payroll processing.
Ability to manually compute complex payroll earnings and deduction calculations accurately and efficiently.
Skill in utilizing Microsoft Excel and Word.
Skill in critical thinking and analysis.
Ability to multi task and prioritize duties based on established deadlines.
Education or 3 - 4 years of progressive work experience in Finance.
