DUTIES: Major Duties:

This position is located in the Office of the Chief Information Officer/Deputy Assistant Attorney General, Information Resources Management. The incumbent serves as Director, IT Policy and Planning Staff and reports directly to the Chief Information Officer (CIO). The incumbent establishes, maintains, and oversees the implementation of an integrated department-wide system of plans, policies, standards, and procedures for effectively and efficiently managing Department of Justice (DOJ) information technology (IT) resources, consistent with the Clinger Cohen Act and other relevant Federal statutes and regulations.

QUALIFICATIONS REQUIRED: Qualifications:

The Office of Personnel Management (OPM) is required by law to review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. To be considered for this position, applicants must submit a written statement addressing the five (5) Executive Core Qualifications (ECQs) listed below. (See 'HOW YOU WILL BE EVALUATED').

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test result before you can be appointed into this position.

You will need to successfully complete a background security investigation before you can be appointed into this position. Entrance on duty is contingent upon preliminary completion of a security clearance.

Veterans' preference is not applicable to the Senior Executive Service.

Only experience obtained by the closing date of this announcement will be considered.

You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledge, skills, and abilities associated with this position as defined below. When describing your knowledge, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc.

Current or former career Senior Executive Service (SES) employees are not required to address the Executive Core Qualifications (ECQs). Unless you are currently serving under a career Senior Executive Service SES appointment, you are eligible for reinstatement into the SES, or have successfully completed an SES Career Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications and Mandatory Technical Qualifications in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications and Executive Core Qualifications, you must clearly show that you possess the experience knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical and Executive Core Qualifications. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Executive Core Qualification and not more than ten (10) pages total.

Please limit the narrative statements for each Executive Core and Technical Qualification to no more than two pages. Copies of the Office of Personnel Management’s “Guide to Senior Executive Service Qualifications” may be obtained via the Internet at

The narrative statements should demonstrate the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts.

You will be evaluated on ALL of the following Mandatory Technical Qualifications (MTQs):

MTQ 1: Demonstrated knowledge of principles, methods and techniques and direct experience in performing IT strategic planning, investment management and portfolio management in large, complex organizations (i.e., corporation with several established strategic business units or a government agency with several components or bureaus) where the mission was to leverage assets and solutions.

MTQ 2: Demonstrated capability to architect the planning and creation of concise, articulate, and substantive deliverables in the policy, planning, and related areas.

MTQ 3: Interpersonal and communication skills that have included high-level representational and negotiating skills that have contributed to the successful execution of organizational missions, programs, and projects.

You will also be evaluated on ALL of the following Executive Core Qualifications (ECQs):

ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this
ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.

Keeps up-to-date on technological developments. Makes effective use of technology to achieve results. Ensures access to and security of technology systems.

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Leadership Competencies:

1. Partnering
Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
2. Political Savvy
Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.
3. Influencing/Negotiating
Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals.

Fundamental Competencies. These competencies are the foundation for success in each of the Executive Core Qualifications.

OTHER INFORMATION: The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career Senior Executive employee (Title V) must be approved by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period.

Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application.
