Procurement Specialist

Summary:

The Procurement Specialist is responsible for the timely and efficient procurement of equipment, materials, supplies and services. Demonstrating a broad-based knowledge of all aspects of the sourcing and procurement process, the position is expected to perform market and supplier analysis, facilitate the bid/proposal process, develop and use supplier evaluation criteria, conduct negotiations, formulate purchase orders and contract documents, manage supplier performance including issue resolution, and team cross-functionally with stakeholders to ensure optimal supplier performance at lowest total cost of ownership for the business.

Description & Responsibilities:
  • Perform supply market and supplier analysis
  • Provides procurement expertise on cross functional teams, including input to sourcing strategies
  • Provides support to Strategic Sourcing group in pricing and contract development
  • Issues and administers Request for Proposals (RFP), including eRFX process
  • Facilitates competitive bidding process
  • Conducts reverse auctions
  • Drives supplier selection process
  • Conducts supplier negotiations and develops purchase orders and contracts
  • Drive cost savings vs. approved baselines
  • Provides liaison to Legal Dept for Terms & Conditions issue resolution
  • Assures contract compliance and insurance adequacy is maintained
  • Manages supplier relationships and administers supplier contracts
  • Monitors and evaluates supplier performance, including supplier development and process/cost improvement
  • Collaborates and communicates with key stakeholders
  • Develop and maintain product/service, industry and market knowledge
  • Drive process improvement for internal efficiencies
  • Support and promote Luminant’s supplier diversity program and ensure inclusion in buying process
  • Incorporate safety into daily work ethic and buying decision process
  • Uphold internal and external policies, regulations and laws
  • Develop a world class supply base capable of delivering the quality, cost and timing objectives
  • Develop global/regional sourcing strategies and assist in the development of regional sourcing strategies to meet regional/local sourcing objectives and requirements
  • Develop and maintain Suppliers capable of meeting quality, cost, timing and technology expectations
  • Lead cross functional teams in supplier sourcing actions
  • Create plans to address labor rate issues and offset negative rate impacts
  • Support Luminant/supplier target objectives by ensuring supplier commitment to quality improvement programs and targets

Qualifications:
  • BS/BA preferred, or minimum 5 years relevant procurement/contracting experience
  • General business knowledge and acumen, with broad-based knowledge of sourcing, procurement, contracting and supplier management process
  • Ability to adapt to complex supply chain issues where an in-depth evaluation or analysis of statistical, commercial or technical data is required; capable of performing complex negotiations with suppliers, and performing financial, technical, commercial and performance evaluations of suppliers
  • Passion for reducing costs – enthusiasm for driving optimum business outcomes
  • Good process orientation and demonstrated Continuous Improvement skills; Lean and/or Six Sigma experience preferred
  • Strong written and oral communication; ability to negotiate and persuade others
  • Demonstrated understanding of contract Terms & Conditions; capable of handling most complex legal problems, obtaining legal counsel as necessary
  • Capable of facilitating cross-functional committees and task teams
  • Intermediate to advanced Microsoft office capabilities (PowerPoint, Word and Excel)
  • Ability to work with and manage confidential information
