DUTIES:
Major Duties:
  • Serve as a Supervisor of a Quality Assurance team within a DCMA Contract Management Office (CMO).
  • Responsible for planning, coordinating, facilitating, managing and leading the activities of quality assurance personnel who are engaged in performance based surveillance of the contractor's manufacturing and quality assurance processes and systems using a performance oriented QA plan as related to the quality assurance and manufacturing fields.
  • Review and approve the work plans of subordinates.
  • Set and adjust priorities in conjunction with outside influences.
  • Assign work to subordinates based on unique processes, process families, workload, and geographic areas.
  • Carries out polices to achieve Equal Employment Opportunity.
  • Assure that team employees comply with established standards for Occupational Safety and Health.
  • Provide leadership in developing, evaluating and implementing continuous process improvement techniques, such as flowcharting systems, adaptation of statistical process control techniques, development of instructional procedures and the development of management indicators for study and analysis of team functions.
QUALIFICATIONS REQUIRED:
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-12 . Specialized experience is defined as: experience leading and/or providing technical advice and assistance to a group of professional employees responsible for the oversight and implementation of contractor's manufacturing and quality assurance processes and systems that have direct impact on the quality of products and/or services provided.

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:

A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

For consideration, your resume MUST indicate that you possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees AND your resume MUST show that you possess at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000.

BASIC EDUCATION REQUIREMENTS (Engineering Series):
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
