DUTIES:
You will perform a variety of assignments that involve the systematic examination and appraisal of financial records, reports, management controls, policies, and practices affecting or reflecting the financial condition and operation of Department of Defense and other Federal contractors. QUALIFICATIONS REQUIRED:
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp .

Basic Requirements:
Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (may include up to 6 hours of business law).

OR

Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience:
In addition to meeting the basic requirements, you must have one year of specialized experience at the next lower grade or equivalent level.

For the GS-11 , specialized experience includes:
Performing audit assignments using conventional methods and techniques AND
Developing audit risk assessment and modifying standard audit programs AND
Testing and examining accounting systems and records, cost representations, and internal controls to assure compliance with accounting and auditing principles, standards and regulations AND
Recommending initial audit determinations AND
Preparing audit working papers AND
Drafting reports, or segments of reports, of audit findings, conclusions and recommendations

For the GS-12 , specialized experience includes:
Independently performing a variety of audit assignments AND
Evaluating and modifying standard audit program steps to align with the risk assessment AND
Meeting with auditee to explain audit purpose and obtain necessary information AND
Testing and examining accounting systems and records, cost representations, internal controls, management policies and practices, to assure compliance with accounting and auditing principles, standards and regulations AND
Making initial audit determinations AND
Preparing audit working papers and substantiating documents AND
Drafting reports of audit findings, conclusions and recommendations

Substitution of Education for Specialized Experience:
For the GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

For the GS-12: There is no substitution of education for experience.

HOW YOU WILL BE EVALUATED:
Your application will initially be reviewed to determine whether you meet the minimum eligibility and qualifications requirements. If you are qualified, you will then receive a rating based on the degree to which your background matches the knowledge, skills and abilities for the position listed below. If a determination is made that you have inflated your qualifications, you will be assigned a rating commensurate with your background. Your application will be placed in one of three categories:

Best Qualified : Meets the minimum qualification requirements and demonstrates experience as an expert in the field or is recognized as a senior specialist, team lead, etc.
Highly Qualified : Meets the minimum qualification requirements and demonstrates full-performance level experience.

Qualified : Meets the minimum qualifications and demonstrates minimum experience and/or training only.

Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.

Knowledge, Skills, and Abilities:
Ability to conduct an audit and provide appropriate recommendations in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS).

Knowledge of financial and/or performance audits.

Ability to work effectively within a team.

Ability to effectively communicate orally and in writing.

OTHER INFORMATION:
Grades: This vacancy is announced at two grade levels and may be filled at either level. You must specify the grade(s) at which you wish to be considered. Otherwise, you will be considered only at the highest grade for which you qualify.

Permanent Change of Station (PCS) costs: PCS costs are not authorized.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a Field Detachment position: (a) you must meet security criteria for access to top secret special access programs and sensitive compartment information; (b) your immediate family (spouse, parents, siblings, foster parents, cohabitant, children, relative(s) residing with the subject, steps, halfÂ’s, and adopted) must be U. S. Citizens; and (c) you will be subject to a counterintelligence polygraph.

Drug Testing: You must pass a drug test before assignment to a sensitive position and/or being given access to classified information. You will be subject to random drug testing subsequent to such an assignment and/or access.

Employment Eligibility Verification (E-Verify) Program: DCAA uses E-Verify to determine eligibility for employment as a U. S. Citizen.

Probationary Period: You will be required to serve an initial probationary period of 1 year if one has not already been completed.

Travel: Some travel is required. Travel is typically local; however, some overnight travel may be required. Mobile auditor positions may require extensive travel (50% - 75%) between contractor locations. Government vehicles are not provided for use by DCAA mobile auditors.

Mobility Agreement: All DCAA auditors must sign a mobility agreement. This agreement will only take effect if you are promoted to an Auditor, GS-13, and may then require you to be reassigned every three years.

Veterans Preference: If you are a veteran with preference eligibility and you are claiming 5-points veterans' preference, you must submit a copy of your DD-214 member copy 4 or other proof of eligibility. If you are claiming 10-point veterans' preference, you must also submit an SF-15, "Application for 10-Point Veterans' Preference" plus the proof required by that form.
