The mission of the Montana Department of Transporation is is to serve the public by providing a transportation system and services that emphasize quality, safety, cost effectiveness, economic vitality and sensitivity to the environment. To successfully meet this mission we rely on all of the divisions and employees within the department to perform at their best for the citizens of Montana.
The Administration Division provides the department with supportive accounting, financial management, federal grant management, fuel administration, tax collection, purchasing, and mail services. Within the Administration Division is the Payroll Section who has a very important function that helps the overall department in achieving it's mission. To accomplish their goals employees within this section have the opportunity work with department personnel in headquarters, division offices and the area offices. The work of the Payroll Section directly impacts every single employee here at the Montana Department of Transportation.
The Payroll Program Manager serves as an advisor to and manager for specific tasks and projects for MDT’s decentralized payroll across the state, which includes headquarters, five division offices, and six area offices in order to establish and maintain internal controls, develop and implement accounting and payroll policies and procedures related to MDT payroll, which accounts for approximately $140 million annually. To achieve these goals, the position works in tandem with the HR Program and Policy Manager regularly as well as departmental operations management to represent the department’s payroll and related accounting interests at management meetings related to operating decisions, procedural decisions, and business process decisions to ensure effective use of resources. This position also is responsible for analyzing the training needs of the department as it relates to payroll symptoms and implementing appropriate training.
The employee that we are looking for in this position must have the ability to direct the activites of professional level staff as well as be able to communicate with a wide variety of people in a broad variety of settings. Part of the communication with a wide variety of people includes the ability to clearly and concisely form and express ideas and concepts which may also be technical in nature. This position also must have the ability to assess and solve complex accounting or payroll issues and problems and devise methodologies and solutions.
We have found that the minimum qualifications to be successful in this position are a Bachelor's Degree in Business Administration, Accounting, Finance or other degree which may be considered on a case-by-case basis AND three (3) years of experience of which one (1) year is supervisory experience.

For that reason the department may consider the following alternative combinations which would provide you with the necessary foundation to be successful in this position. These alternatives include other equivalent combinations of education and experience which may be considered on a case-by-case basis.
