This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA) Office of the Commissioner (OC), Office of Information Management (OIM), in Rockville, MD.

DUTIES:
The incumbent in this position will serve as a IT Specialist performing the following duties: Perform a variety of computer programming and systems analysis task associated with providing IT web services support to regulatory, administrative, and scientific programs within OIM. Responsible for ensuring that Food and Drug Administration (FDA) information systems comply with legislative and regulatory requirements and for designing, developing , and maintaining inter grated the Agency web program to manage regulatory, scientific, and administrative information that forms the infrastructure of the Agency's IT systems. Responsible for planning, development/programming, testing, and implementation of customizations for FDA's Enterprise Microsoft Share Point environment. Develop websites (Branding)/applications and web parts using Microsoft SharePoint Designer, Visual Basic, .net, Visual Studio, C#, VB. Net, AJAX, JavaScript, jQuery, and InfoPath. Develop custom web parts, event receivers, web templates, features, custom, workflow task, and other custom solutions.
QUALIFICATIONS REQUIRED:
In order to qualify for this position, applicants must possess one year of Specialized Experience equivalent to the next lower grade level in the Federal Service that equipped you with the specific knowledge, skill or ability to successfully perform in this position and is IT-related experience.
Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate that includes activates such as implementing, documenting, supporting, programming/development and troubleshooting SharePoint collaboration systems on the Microsoft Windows platfom.
For the GS-9 grade level, you must have one (1) year of specialized experience equivalent to the GS-7 grade level in that has equipped you with the particular knowledge, skills and abilities to perform successfully the duites of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: implementing and development of C#-based assemblies on the Microsoft Windows platform; gathering information from existing systems to analyze web programs; assisting in architecting and development of SharePoint portals for Intranet and Collaboration environment.
For the GS-11 grade level, you must have one (1) year of specialized experience equivalent to the GS-9 grade level in that has equipped you with the particular knowledge, skills and abilities to perform successfully the duites of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: implementing, documenting, supporting, programming/development and troubleshooting NET assemblies on SharePoint 2007 or 2010 collaboration systems on the Microsoft Windows platform; reviewing software development concepts and techniques; monitoring the development of SharePoint portals for Intranet and Collaboration environment.
For the GS-12 grade level, you must have one (1) year of specialized experience equivalent to the GS-11 grade level in that has equipped you with the particular knowledge, skills and ablilities to perform successfully the duites of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: developing customized Sharepoint: templates, themes, workflows, master pages, lists, site collections, web templates and site definitions on SharePoint 2010 collaboration systems on the Microsoft Windows platform; developing design requirements for programs of moderate to high complexity.
Education Substitution
GS-9:
A master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related in any field of study from an accredited college and/or university.
GS-11:
A Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or network.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
