NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is located in the Human Resources Office (HRO). The purpose of this position is to assist a Human Resources Specialist (Information Systems), (HRSIS) in maintaining the DOD Enterprise-Wide Automated Human Resources (HR) System called Modern Defense Civilian Personnel Data System (DCPDS).

In order to comply with United States Department of Defense (DoD) requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department and Nebraska National Guard, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.

DEFINITION OF AREA(S) OF CONSIDERATION:

Area 1 - Current permanent and indefinite technicians of the Nebraska Army National Guard and

All members of the Nebraska Army National Guard and personnel eligible to become members of the Nebraska Army National Guard.

DUTIES: -- Identifies, documents and reports system problems to the HRSIS. Submits processes and reports to initiate print operations and produce a variety of printed products such as Notification of Personnel Action, Requests for Personnel Action and various reports on individual personnel. Reviews these printed products for completeness and distributes to appropriate activity/installations, HRO work centers, customer service representatives and field offices. Maintains system management documentation, and systems management correspondence, regulations, directives, and guidance. Ensures that records are properly filed for audit trail purposes. Maintains the User Manual library ensuring all updates are filed immediately following the issuance of change documents.

-- Provides assistance to the Human Resources Development Specialist. Assists in planning and developing courses based on the needs of the organization and workforce. Advises employees and supervisors on available training, determining the appropriateness and effect of the proposed training career development or career enhancement. Recommends substitution of training. Identifies opportunities for training through a variety of sources and recommends for local training. Assists in the development of the annual training plan and surveying the organization to assess training needs. Processes a variety of documents to ensure adequate administration of the training program. Reviews and summarizes course critiques, and identifies and recommends action based on comments. Tracks training budget information and projects short range training costs.

-- Assists in the day-to-day activities during system operations automation in the accomplishing the work of the DTS, and to support the assurance that the travel is in accordance with Federal Travel Regulations. Analyzes travel documents and reports available in the DTS to ensure they meet the purpose of the travel.

-- Assists in the request of ATRRS (Army Training Requirements and Resources System) quotas for federal technicians and AGR's needing to attend specialized training for their full-time positions.

-- Distributes products to appropriate work centers in a timely manner. Monitors the database to ensure timely correction of database discrepancies by work center personnel.

--Assists with review of error listings received from National Guard Bureau - Manpower, Human Resources and Defense Civilian Payroll System (DCPS). Monitors system rejects (i.e. pay adjustments, education, acquisition codes, or social security numbers, etc.); applies knowledge of human resource procedures for National Guard technicians and Active Guard Reserve (AGR) human resources management and administrative rules, regulations, policies and procedures to identify discrepancies and determines errors needing correction. Refers discrepancies and responsible HR area for correction or initiates personnel actions to accomplish corrections and cancellations. Gathers facts to determine problem causes, using system time stamp features to help identify when a problem on an individual personnel action occurred. Responsible for maintaining master personnel and organizational records. Accomplishes data reconciliation with different systems to ensure agreement between state and other related files. Performs data base quality assurance tasks to include analyzing quality control data retrievals (queries), data reconciliation and rejects from reports. Identifies invalid or missing data, trends, and problem areas, recommending modifications to data or business processes. Establishes quality control reviews to determine a wide range of data items affecting legal authorities, pay and benefits that have been incorrectly coded based on human resources knowledge and guidance and employee history files to ensure database accuracy. Assists specialist with reconstruction of employee records of history when required.

QUALIFICATIONS REQUIRED: QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.

*CREDITING EXPERIENCE: NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION. EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITION AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR RESUME. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED. BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE.

GENERAL EXPERIENCE: Administrative or clerical experience, education, and/or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. Experience which has provided the candidate with the ability to search for and compile information/data, processes documents, and provide information about regulations, procedures, and programs.

SPECIALIZED EXPERIENCE: Must possess at least 12 months of specialized experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control. Experience in one or more areas of civilian personnel operations. Experience in personnel work in making person-to-person contacts to explain regulatory, procedural, and policy requirements. Experience in processing various personnel forms, record and reports (i.e. personnel appraisals, incentive awards, benefits, forms, personnel actions, etc.). Experience preparing reports using data from various source documents and preparing reports according to prescribed guidelines.

KSA'S:

1. Ability to communicate both orally and in writing.

2. Knowledge of basic rules, regulations and policies which govern performance of the work.

3. Knowledge of government-wide rules, regulations, laws, and policies governing the type of transactions being dealt with.

4. Skill in gathering information, data, and preparing reports.

NOTE: REGARDING QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignment must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Substitution of Education for Specialized Experience: High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study ( i.e., 36 weeks of substantially full-time study, or 30 semester hours, or the equivalent) for 12 months of specialized experience. Each 30 semester hours credited must include at least 6 semester hours of courses which are directly related to the type of work of the position. College transcripts MUST be submitted for professional positions or when substituting education for experience. NOTE: If you are using education as a substitution of experience OR education is a mandatory requirement to meet qualification, YOU MUST SUBMIT copies of college transcripts when required. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

MILITARY GRADES: Maximum Military Grade E6; Minimum Military Grade E1 ; Military grade inversion within the full time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.
