As a Landscape Architect in the Capital Improvements Business Line (Capital Improvements Core), Naval Facilities Engineering Command, Mid-Atlantic, you will provide expertise in all aspects of Landscape Architecture design and design management for facilities projects in the Mid-Atlantic region.
Responsibilities include providing a full range of Landscape Architecture services related to the design, construction and maintenance of a wide variety of U.S. Navy and Marine Corps facilities throughout the NAVFAC Mid-Atlantic region that encompasses Navy and Marine Corps facilities in North Carolina, Virginia, West Virginia, Pennsylvania, Delaware, New Jersey, New York, Connecticut, Rhode Island, New Hampshire, Maine and other areas as assigned.

The incumbent independently accomplishes landscape designs essential to the completion of contract documents for construction of such facilities as officer and enlisted quarters, chapels, training buildings, clubs and recreational facilities, administrative, medical/dental and community facilities. This position requires the ability to work in close cooperation with architects and engineering design personnel to develop integrated designs appropriate to the facilities concerned, within governing control costs and design and regulatory requirements. Participate as an active member of multi-discipline teams responsible for design charrettes for both in-house and A/E (Architect/Engineer) design-bid-build and design-build projects. When required, the incumbent acts in the capacity of Design Manager (DM) for both in-house and A/E design projects. The incumbent effectively deals with a wide variety of people, senior military officers, base commanders and civilians in the representation of the Command and presentation of landscape designs.
Qualifications and Evaluations
To qualify for this position at the GS-12 level, applicants must possess 1 year of specialized experience at the GS-11 level or higher in the Federal Service. Specialized experience is defined as experience in planning, design, cost engineering, construction, real estate, contracting, etc., or other work that is in or related to the duties of this position.
Bachelors or higher degree from an accredited college or university recognized by the Department of Education and the Landscape Architecture Accreditation Board (LAAB) are acceptable to meet positive education requirements or to substitute education for experience. This position is subject to the requirements of the Defense Acquisitions Workforce Improvement Act (DAWIA) of 1990. This is a Level II acquisition position and the requirements are specific to Systems Planning, Research and Engineering Development.
