Under direction of the Chief Procurement Officer, with latitude to exercise independent judgment, action and decision making, the Director is responsible for planning, organizing, directing and controlling all procurement policies and procedures; procurement related activities; managing the Internal Control Program; developing and managing responses to MTA Audit and the MTA Office of Inspector General reports; coordinating and preparing M/WBE Program reports.
Plan, implement, guide and train personnel in the clarification of policies and procedures that support acquisition strategies of all materials, supplies and services, and joint procurements. Provide assistance to the Chief Procurement Officer in policy-making decisions.
Draft, maintain and update the Procurement Department's procedures for the administration of contract and purchasing activities, such as soliciting, processing and awarding bids, RFPs and modifications. Recommend and implement procedure changes/business practices to improve procurement practices.
Coordinate the preparation of the monthly MTA Board procurement package.
Assist in the administration of the department's Internal Control Program to monitor compliance with procurement procedures. Conduct internal control audits which include the review of procurements for conformance to procurement procedures and review work of Procurement personnel for compliance with established rules and guidelines. Evaluate the adequacy and effectiveness of internal controls. Record findings in Internal Control Test Records.
Initiate, draft and implement changes to standard documents based on new/revised statutes, MTA All-Agency Procurement and Services Guidelines, Law Department recommendations, All Agency policies and MTA Audit Department recommendations.
Prepare CPOC and M/WBE reports for MTA DDCR. Coordinate responses to DDCR information requests.
Interface and coordinate audits with outside audit departments. Research and resolve issues identified in MTA audit reports. Investigate audit findings and prepare responses to MTA Audit recommendations.
Conduct negotiations to settle outstanding audit issues with consultants. Recoup overbillings from Consultants based on interim and final audits conducted by MTA Audit Services.
Project manage social compliance audit contract. Authorize audits on garment manufacturers to be awarded contracts for compliance with local labor laws and regulations.
Review the monitoring reports from IPSIGs and distribute them to appropriate B&T personnel.
Oversee the research of and coordinate responses to Freedom of Information Law requests.
Administer the final closeout of contracts.
Prepare and maintain department OTPS budget.
Support, manage and guide Procurement personnel during negotiations, as required - performance of cost/price analysis (e.g. evaluate overhead rates, analyze cost/price data) and price negotiations.
In the temporary absence of the Chief Procurement Officer, perform the duties of that position and execute ad-hoc duties as may be requested.

A minimum of three (3) years of experience working with MTA's All-Agency Procurement and Responsibility Guidelines or a minimum of three (3) years of experience working with another public Authority (or federal/state/city entity) and one (1) year of experience working with MTA's All-Agency Procurement and Responsibility Guidelines.
Experience in managing internal audits and drafting procurement procedures.
Ability to think and work autonomously, exercise sound judgment, and apply critical thinking skills.
Excellent supervisory skills including the ability to lead a team.
Education and Experience
Required Education and Experience
Bachelors Degree and ten years of full-time experience in purchasing, procurement, contract administration or a related field, with a minimum of 5 years in a managerial or supervisory capacity; or
Masters Degree and five years of full-time experience in purchasing, procurement, contract administration or a related field, with a minimum of 2 years in a managerial or supervisory capacity.
Possession of an acceptable professional procurement certification may be substituted for up to one year of full-time experience described in 1 or 2 above.
