ARMY TECHNICIAN VACANCY ANNOUNCEMENT
AREA OF CONSIDERATION:
Area 1 = Permanent technicians Enlisted currently employed in the Puerto Rico Army National Guard.
Area 2 = Enlisted members of the Puerto Rico Army National Guard and personnel that meet all requirements to become a Soldier in the Puerto Rico Army National Guard. (This position requires Army National Guard membership).
First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
Relocation costs will not be authorized for Permanent Change of Station. Recruitment, Relocation or Retention allowance will not be paid.
This position is advertised against a valid man-year of an employee currently on an Active Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. The purpose of this position is to is to provide assistance in the administration of comprehensive Joint Forces Headquarters-State (JFHQ-S) Occupational Health/Industrial Hygiene (OH/IH) Programs. Ensure all fill-time employees assigned to hazardous noise positions are enrolled in the Installation Hearing Conservation Program for testing and monitoring.

National Guard military (part-time) service is considered as full-time experience when evaluated against the qualification requirements. Experience which has provided some familiarity with medical care and basic knowledge of procedures and equipment used in providing support services to medical or health personnel. Must have a knowledge of administrative methods and procedures used in providing support services.
Applicant must possess more than EIGHTEEN (18) months of specialized experience performing or supervising duties such as instructing employees in the proper use and care of personal protective equipment; recording specific information in the client's medical record; identifying and evaluating conditions affecting the health and efficiency of employees; formulation and recommendation of measures to prevent, eliminate, or control occupational health hazards; assisting in scheduling and coordinating occupational health related physical examinations; performing/coordinating calibration of medical screening equipment.
Applicant MUST SUBMIT with the application a current American Heart Association or American Red Cross certificate (card) in Basic Life Support (BLS) for Health Care Provider Course. If certification is not included, applicant will not be considered for this position.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 30 weeks of substantially full time study, or 30 semester hours or the equivalent) for 12 months of specialized experience. Copy of student transcripts must be included in order to receive credit for education. Unofficial transcripts from Internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
CONDITIONS OF EMPLOYMENT:
Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.
- Successfully complete a medical screening before placement action and a periodic medical evaluation thereafter.
- Proper protective equipment must be used to comply with safety standards.
- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.
- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).
- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.
- Possess or be able to acquire a Puerto Rico driver's license.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position such as the Council for Accreditation in Occupational Hearing Conservation (CAOHC) and DOEHRS-HC course requirements from a DoD approved source (e.g., US Army Center for Health Promotion and Preventive Medicine (USACHPPM) Course.
- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
COMPATIBLE MILITARY ASSIGNMENT:
In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: EMOS 68S or 68W.
Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
