DUTIES: Back to top This is a developmental position with known promotion potential to the target position of GS-0802-09, ENGINEERING TECHNICIAN. This position may be filled at the GS-07 grade level with promotion potential to the GS-09 grade level , or filled at the target grade of GS-09. The individual selected for this position may be promoted to the target level without further competition upon meeting legal and regulatory requirements.
· The primary purpose of this position is to provide engineering and technical support for the management and sustainment of the real property (RP) and real property installed equipment (RPIE) installed in the Malmstrom AFB missile complex.
· Serves as the Squadron and Flight Technical Order Distribution Office Manager. Responsible for maintaining and updating the squadron primary Technical Order (TO) and Civil Engineering Manual (CEM) libraries and ensuring all the sub-libraries in other sections are kept updated, current and accurate.
· Serves as Flight GIS/CADD Technician. Responsible for the Malmstrom Missile Complex Geographical Information System (GIS) Program.
· Serves as the Flight Quality Control Manager. Performs periodic inspections of work performed in the missile complex ensuring work is being accomplished in accordance with the required Civil Engineering Manuals (CEMs), Technical Orders (TOs), safety instructions, wing guidance and appropriate directives.
· Serves as Utility Manager for the Malmstrom AFB missile complex. Reviews and signs approval documents for the acceptance and payment of +$2.5M annual utility service contracts in the missile complex.

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfull the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include practical knowledge of the fundamental principles, practices, and techniques Examples of specialized experience include practical knowledge of CADD/GIS applications software including Autodesk MAP, AutoCAD, and Arc View; ability to apply knowledge of current automated information systems and practices to development of enterprise GIS and the ability to apply systems analysis and design methodologies. Practical k nowledge of theories, principles, practices, and application of GIS and GPS technology with ability to relate GIS technology to professional disciplines such as Community Planning, Engineering, Cartography, Geography, and Natural Resource Sciences.

SPECIALIZED EXPERIENCE FOR GS-09: One (1) year of specialized experience at the next lower qualifying pay band of GS-07 for internal employees, or other equivalent pay systems. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience are thorough knowledge of CADD/GIS applications software including Autodesk MAP, AutoCAD, and Arc View; ability to apply knowledge of current automated information systems and practices to development of enterprise GIS and the ability to apply systems analysis and design methodologies. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Geographical Information Systems (GIS) and associated standards, AutoCAD, ArcView, and database systems such as Excel is needed to develop and maintain the program responsibilities.

2. Knowledge of civil, mechanical, electrical, and architectural engineering standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with federal, state, and local codes and regulations and to accomplish complex drafting assignments.

3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards and regulatory guidelines.

4. Skilled in preparing original and complex drawings that are neat, accurate, appropriately dimensioned, and logically arranged, utilizing the methods and techniques of DIS and CADD; skilled in developing and managing automated databases.

5. Ability to plan, conduct, and record site/facility surveys and inspections; ability to coordinate, plan, organize, execute, direct and evaluate programs related to assigned duties.

6. Ability to communicate effectively both orally and in writing to prepare and present briefings; ability to develop and maintain good working relationships.

3. Incumbents are required to obtain and maintain an appropriate security clearance as a condition of employment.

4. This is a drug testing designated position. The incumbent is subject to random testing for drug use.

5. Incumbent must meet all physical requirements of the position.

6. Work requires significant knowledge of installation infrastructures in relations to GIS and CADD operations.

GS-09

1. Work will occasionally require travel away from normal duty station.

2. Employee will be required to possess a valid State and Government driver’s license to travel between office, job sites, and other activities in performance of assigned duties.

3. Employee must obtain and maintain a secret security clearance.

4. Work requires significant knowledge of installation infrastructures in relation to GIS and CADD operations.
