The

primary purpose

of

this

position

is:
To

provide

technical

expertise

as

a

financial

management

specialist

for

the financial

management

of

programs

of

the

HQ SSG.

The

incumbent

performs

a

range

of

analytical

duties

in

developing, formulating,

presenting,

and

executing

HQ

SSG

financial

management

programs.

·

Provides financial

management

support

to

HQ

SSG

programs

and activities.

·

Prepares

documentation

such as budget estimates and

cost

analyses

to

support

and

substantiate

program

plans.

·

Responsible

for

maintaining

the

financial

content

of

HQ

SSG

service

level

agreements

(SLA),

or

other

support

agreements

(MOA)

between

HQ

SSG

and

its

customers.

·

Completes

assessments

of

program

execution.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent.

Specialized experience must include

performing well defined financial, budget, and/or cost analysis to moderately complex policies, regulations, etc.; applying a unit's missions, functions, goals, objectives, work processes, and sources of funding; performing commonly used budget and/or finance practices, procedures, regulations, precedents, policies, and guides that specifically pertain to the work assigned; applying sources of factual data about budgeting and/or finance matters relevant to assigned tasks; applying relate needs and accomplishments of the unit to anticipated and/or actual dollar figures in the budget; relating financial knowledge to the needs of the serviced unit; working independently on routine or continuing assignments; analyzing financial activities; developing and charting functional logic for new and revised automated financial management systems; and/or effectively presenting financial management needs to information technology specialists, or similar specialists.

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.

Knowledge of the traditional methods, tools, and techniques for overseeing requirements appropriate to life-cycle management of a program.

2.

Possess technical knowledge on budget and cost analysis

3.

Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies and procedures.

4.

Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.

5.

Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial processes/actions.

PART-TIME OR UNPAID EXPERIENCE

:

Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
