Participates in the preparation and submission of audited financial statements and reports; records accounting transactions for all phases of the budget execution cycle; makes accurate and legal payments in accordance with the Prompt Payment Act; and maintains accurate accounts, ledgers, journals and journal vouchers. Performs accounting work involving accurate disclosure of current and future cost of operating and investment decisions and provides timely information required for efficient management of program, to include: analysis of Agency balance sheets; deposit and disbursement transactions; inventory valuation; property, plant and equipment; timekeeping; payroll; and bad debts. Uses automated accounting system(s) and computer-generated products in accomplishing accounting assignments.
Applies basic budgetary and financial concepts, principles, laws, and processes to budget examination and performance measurements. Reviews the accuracy and consistency of estimates, obligations, expenditures, and revenues. Researches, compiles, and summarizes all data needed for the formulation of budget estimates. Formulates, tracks, and revises the annual budget estimate. Monitors and tracks obligations and expenditures throughout the execution phase of the annual operating budget. Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan, and ensures regulatory controls are within amounts programmed. Assists in the preparation of monthly, quarterly, and year-end financial metrics reports and financial statements with appropriate guidance and support.
Participates in specialized portions of studies and trend analyses; tracks and prepares reports on financial operations of program(s) and determines the need for additional financial information to management for informational and financial planning purposes to enhance overall financial operations. Carries out a variety of assignments and projects supporting the planning, enhancement and operational effectiveness of the financial operations of program(s) for which responsible. Obtains, compiles and summarizes information and quantitative data to align products and processes with the financial strategic plan, mission, vision and values. Ensures integrity, propriety and accuracy of fiscal operations of programs. Examines for accuracy and adequacy documentation, citations, and data such as estimates, obligations, expenditures and reimbursements and advises management on discrepancies.
