The primary member of an estimating team who has overall responsibility for the creation of budgets and guaranteed maximum price (GMP) deliverables produced by the Preconstruction Services Department. Has final word on procedures, processes, techniques and personnel decisions for assigned projects. Works with other Chief Estimators and Department Director to oversee department standards for deliverables such as bid packages, deliverable formats and budget tracking tools. Assists in oversight of the historical cost database and bid management and estimating software.

Manages and coordinates the people, software and other resources used to perform the estimating functions of the preconstruction process. Essential Functions ' Assigns responsibilities for estimating team on each project. ' Reviews project plans and specifications and coordinates with the team to confirm complete scope. ' Prepares instructions to bidders, bid form and other bid solicitation information as required.

' Performs and/or manages the quantity survey and pricing effort for internal budgets. ' Prepares conceptual budgets based on minimal information. ' Reviews general conditions, schedule, scopes of work, hoisting plans, site logistics and other exhibits as prepared by Operations. ' Ensures the flow of project information is maintained and documented.

' Reviews and/or manages the review and scoping of specialty contractor bids. ' Coordinates insurance requirements with Risk Manager. ' Coordinates technical proposal requirements with Marketing Department. ' Reviews constructability issues.

' Maintains and communicates data on construction and material cost trends affecting project costs. ' Produces new and modifies existing MC² construction systems, wizards, assemblies, and models as necessary. Updates Unit Price Catalog and Company Standards as required. ' Be proficient in all computer software programs used in preconstruction with particular emphasis on estimating software (e.g.

OnCenter, Earthworks, MC2 and iSqFt / Smartbidnet). ' Builds effective relationships with customers, design team, specialty contractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer's expectations. ' Actively participates in industry, client and community relations to enhance company image. ' Performs other related duties as needed.

Required Qualifications: Education, Experience, and Knowledge ' B.S. in Construction Management, Engineering, or related field preferred and 12+ years of preconstruction estimating experience on commercial construction projects. Depending upon the project size, scope, and complexity the years of experience may vary. Demonstrated ability to oversee multiple projects at a time.

' Large project ($100 million plus) experience strongly preferred. ' Able to prepare complete budgets and/or GMP deliverables based on incomplete (25 to 50%) design documents. ' Possess excellent organizational and managerial skills, and excellent verbal and written communication skills. ' Able to create and manage related assignments and schedules based on key priorities of assigned projects while adjusting for roadblocks and evaluating results.

' Able to motivate many kinds of direct reports, provide challenging assignments, act fairly and manage people fairly. ' Able to coach and teach. Leads internal training sessions with individuals and/or groups. ' Able to manage from a distance and achieve work through others without being there; able to identify and simplify complex processes.

' Strong computer skills including the ability to use estimating software (e.g. MC2), word processing, spread sheets, bid management, online plan rooms and database applications and company communication tools, such as email, internet, and Microsoft products (e.g., Word, Excel, Office, Outlook).
