Working Title: SOCIAL SERVICES MANAGER - SES Position Number: 64000404 Annual Salary Range: $80,000 Broward County Health Department HIV/AIDS Program Director This is a leadership position in the HIV/AIDS Program for the Broward County Health Department serving a county of 1.8 million residents with one of the highest rates of new HIV and AIDS cases in theUnited States. This position reports to the Communicable Disease Director of the Broward County Health Department. Program Collaboration and Service Integration This position is responsible for HIV/AIDS community engagement, mobilization, coordination and collaboration. Will work with the communicable disease programs to identify at risk populations, modes of transmission and trends in morbidity and mortality and use state and local data to develop and target interventions. Ensure coordination and collaboration with other CHD programs and community partners and leadership of the development of a municipal response plan in alignment with the goals of the National HIV/AIDS Strategy. Serve on councils, task forces and community boards related to HIV/AIDS. Ensure the provision of HIV/AIDS related training and technical assistance to CHD staff and community partners. Patient Care Oversee the HIV/AIDS Patient Care Program including ADAP, Ryan White Part A pharmacy and dental services. This includes close coordination with the Health Department Dental and Pharmacy Directors as well as the Ryan White Part A Grantee Office atBrowardCountyand the Broward County HIV Planning Council. Administration Develop policies, procedures and protocols for the HIV/AIDS program. Oversee the development and management of the program budgets. Seek out and pursues new funding sources to sustain and expand BCHD and Broward County HIV/AIDS programs. Supervision This individual will be responsible for all supervisory duties including, but no limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing work, approving leave, and taking disciplinary action as appropriate. Peformance Excellence Oversee the performance excellence activities for the HIV/AIDS program. This includes programmatic self-assessments and improvement cycles, strategic planning, process management, workforce development, emloyee involvement and satisfaction, customer service and satisfaction, information analysis and knowledge management, and business results. Contract Management Oversee the contract management function for the HIV/AIDS program. Ensure the timely and accurate submission of invoices, payment of invoices, contract monitoring and full allocation of contract funds. Ensure all deliverables are met. Qualifications:
Master’s degree in Public Health, Public Administration, Sociology, Health Promotion or a public health related field 5 years of experience directing an HIV/AIDS Program in a large municipality or at the state or federal level Previous experience managing a budget of at least 2 million dollars Prior experience leading a community coalition, task force or similar entity in developing policies, plans etc.
