KEY REQUIREMENTS

DUTIES:
This position involves a multi-grade career ladder . The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, the employee performs assignments of a more limited scope and with less independence. The employee will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

NOTE : This is a TERM appointment (not-to-exceed 13 Months). A term appointment is a non-permanent appointment expected to last longer than one year, and can be extended non-competitively for a maximum of four years. Typically, the employing agency hires the term appointee for work of a specific project. Term appointments are non-status, and nonpermanent appointments. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage.

This position is located at the VA Palo Alto Health Care System, Research Service at the Palo Alto Division. In this position you perform a variety of duties to support the organization's medical/health science research programs, such as accomplishing the scientific review and evaluation process for research programs. Major duties and responsibilities to include:

Perform administrative duties to maintain specialized data and implement study design.

Screens and evaluates candidates for clinical studies; recruits participants, providing information on study objectives and constraints and obtaining informed consent.

Manages implementation, control and reporting on clinical tests.

Administers standardized tests to measure and track indicators.

Record data from samples and specimens.

Identifies test results and trends.

Maintain records, prepare projects administrative and statistical reports; performs other related duties as assigned.

Work Schedule: Monday - Friday 8:00am - 12:00 Noon

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENT:
Education: A bachelor's degree (or higher) with the major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position. (TRANSCRIPT REQUIRED)

OR

Appropriate combination of education and experience; the quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. (TRANSCRIPTS REQUIRED)

PLUS

In addition to meeting the basic education requirement noted above, this position requires:

SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to at least the lower grade level in the Federal service. Specialized experience includes: recruit candidates for clinical trials, manages clinical tests, administer standard tests, monitors administration of tests and measurement, maintain records, prepares projects administrative and statistical reports and perform other duties as assigned.

OR

SUBSTITUTION OF EDUCATION: One full year of progressively higher level graduate education in a major field of study related to the health sciences or allied sciences appropriate to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of the position? (TRANSCRIPT REQUIRED)

OR

SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Superior Academic Achievement (S.A.A.) - (a) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; or (b) Grade-point average (G.P.A.) - Applicants must have 3.0 or higher out of possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or the final 2 years of the curriculum; or 3.5 or higher based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or (c) honor society membership. (TRANSCRIPT REQUIRED)

OR

Combination of Graduate Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. (TRANSCRIPTS REQUIRED)

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

To calculate the combination of education and experience , determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

Ability to recruit candidates for clinical trials.

Ability to manage clinical tests.

Knowledge of overall research project coordination.

Ability to demonstrate organizational and analytical skills in written and oral communication.

PHYSICAL REQUIREMENTS:
The work is sedentary. Typically, the employee may sit comfortable to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items such as medical records, food trays, instructional material, books and manuals. No special physical demands are required to perform the work.

Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview.
