Qualifications: Bachelor's in mechanical, automotive engineering is preferred. Candidates should demonstrate proven leadership qualities, ability to coach, motivate and develop people. Excellent, oral and written communication skills and a strong working knowledge of Microsoft Office applications.CFS Transportation Operations is seeking a dynamic and motivated Chief Automotive Engineer to provide strategic direction and execution of the departments goals. Areas of responsibility include engineering, fleet administration, capital budget (XM2/13), contract administration, capital procurement, fuel station management, parts management, information systems management, warranty/recall administration and the Astoria garage operation.

The ideal candidate must possess a Bachelor of Science degree in engineering and a minimum of 8 years experience in all phases of automotive (mechanical) engineering design, construction and application. Must also have broad administrative and budgetary skills with direct responsibility for multi-million dollar budgets.The successful candidate will demonstrate working knowledge of NYS Vehicle and Traffic laws, USDOT Federal Motor Carrier Safety Regulations and NYC DOT vehicle regulations. Responsibilities: Must ensure implementation of Company safety, health and environmental programs for employees whose work is directed. Ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.

Demonstrate Commitment to the Way We Work Principles, and adheres to the Companys Standards of Business Conduct and other Company procedures including Environmental, Health and Safety (EH&S), Equal Employment Opportunity (EEO), discipline, and security. Maintain current working knowledge of NYS Vehicle and Traffic Laws, USDOT Federal Motor Carrier Safety Regulations and NYC DOT vehicle regulations. Oversee the development of mobile equipment specifications and engineering designs. Supervise the performance of engineering calculations, economic and technical evaluations of alternatives; and preparation of technical analyses and reports.

Provide asset management services for the corporate fleet incorporating life-cycle development, utilization reports and strategic initiatives to control capital and maintenance costs. Provide staffing analysis and productivity measures for garage operations. Ensure timely renewal and payment of all fleet permits, registrations and tax liabilities. Develop long range capital budget requirements and track current capital budget procurement commitments to budget allocations.

Manage vendor services, parts procurement and capital equipment contracts for the fleet. Ensure compliance with all fuel station regulations and guidelines (EPA, DEC, FDNY, NFPA) for both liquid and gaseous fuels. Ensure compliance with US Department of Energy Epact regulations for fuel providers. Oversee the development of upgrades to asset, workflow, fuel and parts management systems designed to improve operational effectiveness.

Provide guidance in the warranty reimbursement / cost avoidance measures and effective vehicle recall satisfaction. Provide direction and control for the timely and cost effective maintenance / repair of company vehicles and equipment. Monitor mobile equipment disposal methods to ensure compliance with corporate instructions. Ensure all body shop operations are conducted in accordance with applicable regulations and company procedures.

Facilitate the required flow of information between engineering, fleet administration, customers and the make-ready group to expedite the in-servicing of new company vehicles. May perform other related assignments as required.Must have a valid drivers license and be able and willing to travel within Con Edisons service territory, as needed.
