La Crosse County Human Services Department seeks a professional to assist in overall planning and implementation of the Western Region Integrated Care (WRIC) consortium design (multi-county approach to deliver a core set of mental health and substance abuse services across La Crosse, Jackson, and Monroe counties). This position will have primary responsibility to develop and oversee an adequate quality assurance and compliance system for WRIC consortium services. In addition, this person will be the administrator of programs and processes related to residential placements and in-home supportive services designed to prevent out-of-home placements for La Crosse County and potentially Jackson and Monroe counties in the future. Roles and responsibilities associated with this position can be expected to evolve over the next few years as the WRIC consortium design unfolds over the next three years.

Hours of Work: Core hours of position are 8:00am to 4:30pm, Monday-Friday. As a salaried position, hours will often extend beyond the core hours. This is a 37.5 hour work-week, which is full-time.

Works closely with WRIC Manager, partner counties, and state personnel in overall systems planning for WRIC consortium services. Works closely with WRIC Manager, partner county administrative staff, third party funding sources, and state personnel to establish quality control standards for WRIC consortium services. Develops and oversee a comprehensive system of quality assurance and/or compliance review as needed for WRIC consortium services in all partner counties. Mature system will include staff training, policies/procedures, regular reviews, summaries and analysis of program and system results, and active collaboration with administration and service delivery staff. Reviews and analyzes data and reports to determine program and agency compliance with predetermined standards. Communicates regularly with WRIC consortium staff and vendors regarding the current status and importance of quality assurance and compliance systems. Writes articles and press releases as requested regarding the benefits of services provided by the WRIC consortium. Acts as the Administrator of the Community Recovery Services (CRS) program for La Crosse County and likely for Jackson and Monroe counties as WRIC consortium design unfolds. Responsible for overall program quality and adherence to state and Medical Assistance guidelines. Acts as the Administrator of the Community Options Program (COP) for La Crosse County. Responsible for overall program quality and adherence to state guidelines. P otential for a similar role for Jackson and Monroe counties as WRIC consortium design unfolds. Oversees La Crosse County’s process to approve and monitor out-of-home care placements for adults with psychiatric disabilities. Potential for similar role for Jackson and Monroe counties as WRIC consortium design unfolds. May supervise and direct the activities of assigned staff, which may include hiring, training, motivating, evaluating, discipline, scheduling and layout of work. Participates as needed/able in quality improvement projects.

Training, Experience and Other Requirements:
  • Bachelor’s Degree from an accredited college or university in Business or a Human Services-related field.
  • Preference for individual with specialized training or experience in quality assurance, systems planning, or compliance systems.
  • Project management experience and/or training.
  • Two years of work experience in related fields such as program administration, project management, quality assurance and/or compliance, etc.
  • Preference for individual with previous experience with COP and CRS programs.
  • Computer literacy and experience using database software.
  • Excellent interpersonal, presentation and oral and written communication skills in order to work with a variety of individuals in service delivery, administration, state personnel, and third party funder organizations.
  • Reliable transportation and valid driver’s license.
  • May consider other relevant combination of training and experience.
