Job Description

: This position is contingent upon contract award. The R2SPPM is required to be onsite at the state/territory Joint Forces Headquarters (JFHQs) office to provide daily assistance. The R2SPPM is needed to provide assistance to the state R3SP Council and partner agencies as designated by the R3SP Campaign Plan. The R2SPPM will need to travel and attend various conferences and meetings as required to support the SP mission. The R2SPPM will be required to assist the TAG at key events, assist the instructor at SP seminars and provide technical writing support as required to support SP staff with required program documents. The R2SPPM will also assist the TAG by conducting visits to required units that are implementing the SP program.

Essential Functions and Responsibilities
Strategic Suicide Prevention Planning – Goal, Objective, Performance Measure Development and Process Improvement
· Program/Project management for seamless operations, integration and performance management
· State R3SP Council Initiatives
· Participate in a monthly R2SPPM video teleconference (VTC)
· Experience with developing policies, procedures and guidance
· Development of contingency courses of action to ensure resilience, risk reduction, and readiness to sustain ongoing operational success
· Assist with evaluation effort and program outcomes
· Suicide prevention outreach, brief intervention methodologies and relapse prevention
· Integrated Risk Reduction Planning – Goal, Objective, Performance Measure Development and Process Improvement
· Coordination with National Guard Bureau and Army National Guard entities to ensure cross- directorate response and support specifically: ARNG-HRS, State DPHs, Chaplains, Family Program Directors, Substance Abuse PMs, Sexual Assault PMs, Military Family Life Consultants (MFLCs), Veteran Administration representatives (VA reps), Transition Assistance representatives (TAA reps)
· Assistance with interagency synergies for improved program reach, support and outcomes with civic organizations, civilian agencies, and military organizations
· Federal, state and local resource knowledge
· Training development, course management and facilitation
· Fiscal awareness
· Team building, collaboration and partnership development
· Ability to provide technical guidance, support, and advisory services to the Army National Guard and State/Territory leadership in the execution of projects and program requirements
· Assist with the collection of data by States/Territories to include Serious Incident Reports (SIRs), Commanders Suspected Suicide Event report (CSSEs), 7 liners, police reports and 15-6 investigations.
· Advance technical writing, policy development, research, and consultation with other experts in the field
· Previous experience with military organizations
· Health Obtain the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy and Security Rules certification.
· Within 60 days of contract award, the R2SPPMs will be required to attend and complete the two-day ASIST workshop as well as the RTA training.

Must have a current and valid driver’s license. Must have ability to pass required background investigations, with a minimum NAC clearance. Must have the ability to meet last minute and/or frequent travel requirements. Education and/or Experience
Four years of college desired (or equivalent life/work experience in a related field; i.e. Suicide Prevention, Soldier/family support, human resources, counseling, business/program management).
· Military experience is preferred. Broad based knowledge, experience, and skills in the areas of suicide prevention, military personnel, human resources, and Family programs as well as an understanding of the ARNG. The contract employee must demonstrate a working knowledge of suicide prevention programs, military wellbeing programs, and Family programs.
· Program development, management, and implementation experience. Demonstrated supervisory experience and ability to analyze statistical data and brief trend analysis based on compiled data.
· Experience in making oral presentations to various size groups. Incumbent must be a self-starter and require minimum oversight.
