King County’s newly developed Business Resource Center (BRC) is looking for a Development Lead to oversee a team of Oracle Application Developers who will be responsible for supporting and enhancing technical solutions for the recently implemented Oracle Enterprise Business Suite (EBS) Financial System. The new finance system integrates with PeopleSoft HCM and Hyperion Budgeting systems as well as approximately 65 agency side systems. The Oracle Financials Development Lead will be a key player in the finance systems support team in the Business Resource Center as well as having the responsibility for complex and challenging development assignments supporting Oracle EBS and integrated applications.
This individual will also be responsible for designing technical solutions to support and enhance these enterprise business systems to meet evolving business requirements for future business initiatives at the county and lead complex development projects, application patches and major upgrades and direct and mentor EBS application developers. The BRC supports the following modules in Oracle EBS: General Ledger, iProcurement, Purchasing, Accounts Payable, Accounts Receivable, Projects and Grants, Order Management, Cash Management, Fixed Assets, and Inventory. In addition, the team has implemented technology tools for integration and reporting that are new to King County including Business Process Execution Language (BPEL), Oracle Data Integrator (ODI), Oracle Discoverer and BI Publisher.
Successful candidates will possess strong leadership skills, excellent communication and customer service skills, expertise in Oracle technologies as well as business knowledge and professional experience with the Oracle EBS Financial System.

WORK SCHEDULE: This position is not overtime-eligible . This position is paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday . This position may be required to work extended and/or flex scheduled work hours to respond to service needs.

Lead and serve as a working supervisor of the Oracle EBS Finance development team
Conduct annual performance appraisals, mentor and motivate staff; provide recommendations on hiring and disciplinary actions
Plan and conduct training for continued improvement in skill and knowledge of team.
Coordinate day-to-day support and maintenance activities for the technical team; manage changing priorities
Work with DBAs, system administration support and helpdesk support personnel to support and enhance the Oracle EBS system
Provide expertise in solving critical and complicated system defects and enhancements
Lead the IT Governance/Release Management methodology employed by the team
Delegate release activities to the responsible individuals and follow through progress to completion
Ensure new IT projects are aligned with the county's IT strategic plans, policies and SOPs
Manage the schedule and quality of development deliverables, applying standard development practices throughout the software development life cycle.
Troubleshoot and resolve issues on existing development objects
Perform code reviews and ensuring compliance with development standards and best practices.
Review and approve project designs for compliance with overall system architecture.
Provide support to the DBA and systems engineering team
Provide direction and planning infrastructure-related activities to the EBS Finance team
Plan to strategically improve performance and efficiency of the Oracle Finance system.
Manage the relationship on the technical front with software vendors and their account managers and other representatives
Anticipate project risks and make corrective recommendations to the Oracle EBS Manager.
Experience, Qualifications, Knowledge, Skills:
Six years of demonstrated subject matter expertise, hands-on development experience and proficiency as an Oracle EBS application developer for Oracle Financials on EBS 11.5.10/R12
Two years experience as an Oracle EBS Technical Lead, supervising and mentoring application developers and other technical staff
Knowledge of human resources and supervisory principles and practices
Skill in building consensus among a diverse group of individuals with conflicting viewpoints
Problem solving, conflict resolution and decision making skills
Experience and responsibility in dealing with contractors
Knowledge of project management principles and techniques
Development experience with the following tools: SQL, PL/SQL on Oracle Database 10g/11g, OA Framework, Oracle Workflow, Oracle Discoverer 11g or 10g, Oracle BI Publisher 10g or 11g
Demonstrates extensive technical knowledge of at least two of the following modules: General Ledger, Projects and Grants, Receivables, Order Management, Inventory, Fixed Assets, Cash Management, Payables, Purchasing, E Business tax, iProcurement, iSupplier
Strong communication, analytical and problem-solving skills
Knowledge of software development life cycle, quality assurance, and source code control DESIRABLE QUALIFICATIONS:
Experience in Oracle JDev eloper IDE.
Experience in Oracle SOA suite and BPEL .
Experience in the design and implementation of an Enterprise Reporting solution in Oracle technologies. This includes implementing Oracle Discoverer and BI Publisher .
Experience and subject matter expertise in finance and accounting process areas.
