ICF International is looking for a Deputy Program Manager to perform the tactical & strategic management of a program providing IT Infrastructure and Operations management oversight (buyer side perspective) to a large, full-range (all IT towers) IT infrastructure government outsourcing. This position will join a large team that delivers Independent Verification & Validation (IV&V) support services within a US Federal Agency.
This position requires working with the IV&V Program Manager to ensure on-time contract deliverable submission, meeting or exceeding Quality Requirements, support financial management and reporting processes, manage staff to successfully complete critical ad hoc customer tasks, identify and apply industry best practices, and maintain the highest levels of customer satisfaction. The Deputy PM will assist in the preparation of budgets, project plans, financial reports and models using advanced Excel Macro programming; the management of the deliverables schedule; assist with the writing of weekly and monthly reports, manage execution of selected projects, respond to ad hoc customer requests, and monitor and control scope, schedule, cost and risk. This position will be responsible for managing a significant number of subcontractors, and reviewing for accuracy both ICF’s and subcontractor invoices. This position will also provide consulting in the area of performance-based IT Operations outsourcing service delivery and contract management, to include full-lifecycle SLA management.
The applicant should be proficient in the development of Excel macros for the analysis of large volumes of data. The applicant should also have experience with the development of detailed cost estimates, financial forecasting models, help desk ticket trend analyses and help desk ticket root cause analyses. Work to be delivered under this position must be fully compliant with the practices and processes defined under the PMBOK, ITIL, ISO 9001, and IEEE 1012 standards.

End-to-end management of full-range Service Level Agreement (SLA) lifecycle, to include SLA design; writing; monitoring, measurement and evaluation; reporting; and settlement of financial performance incentives and disincentives
Application of the PMBOK, ITIL and IEEE 1012 standards to the supervision of IV&V/management oversight services for IT outsourcing
Technical, management, acquisition, and security IV&V management oversight services (buyer side) for performance-based, firm-fixed-price, IT Infrastructure FFP outsourcings
IT Infrastructure outsourcings that include Data Center, E-Mail, Collaboration Technology, Network, Telecommunications, and End-User Support (Desktop, Laptop, Wireless Devices, Printers, and Help Desk) services
Management of the following services: Vendor CDRL review; service performance level monitoring and problem resolution; evaluation of Disaster Recovery plans and test reports; full-range SLA evaluation and reporting; full-life cycle customer satisfaction survey management; vendor technical proposal review; user change request management; IGCE development, acquisition documentation preparation, contract reviews; white paper preparation; business process improvement; computer incident response and security vulnerability scanning; technology assessment; and cost and performance benchmark studies
Management of subcontractors, and reviewing for accuracy both ICF’s and subcontractor invoices
Successful track record of doing business development in the Federal Government market to include lead identification, marketing and sales plan development/execution, and technical/cost proposal development
8+ years of management experience in IT Infrastructure Operations
4+ years supervising a team delivering IT Infrastructure Operations and/or IV&V management oversight services for a full-range, performance-based, FFP IT outsourcings
Experience with end-to-end creation and management of Service Level Agreements
Experience with the application of PMBOK, ITIL and IEEE 1022 standards to the supervision of IV&V management oversight services
Strong written and oral communications
