Individuals operating a motor vehicle for county business must possess a valid driver’s license. The finalist for a position vacancy will be required to pass a criminal history background check and drug test at County expense prior to beginning employment with Washington County. DESIRABLE EXPERIENCE : More than five years of management or supervisory experience in a public or private entity engaged in property records, taxation, assessment, governmental licensing, elections, real estate, accounting, finance, or related field. Experience using software specifically for taxation, recording, assessment, GIS, or licensing. Management/supervisory experience that included hiring, administering disciplinary action, and unionized employees. Experience developing procedures to comply with statutes, laws, and/or regulations. Experience working with elected officials. Experience preparing and delivering oral presentations. Experience managing customer service programs. Experience with project management. Experience with budgeting. HOURS / DAYS : 40 hours per week; Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs.
Under the direction of the Director of Property Records and Taxpayer Services, this is complex management and supervisory work of a varied nature. Administers and oversees major functions and services, in and across divisions in the Department of Property Records and Taxpayer Services. In the absence of the Director, serves as the department head. Manages assigned functions, department wide program development, program planning and evaluation and represents the department internally and externally. Deputy Director is responsible for planning and evaluation of technology, facilities, human resources, and budgetary and administrative operation to achieve the department’s mission and goals. Work involves participation with the department’s management team, county administration, the county board and other governmental agencies. Work is performed independently with minimal supervision from the department director, within departmental and county policies and procedures, and in accordance with federal and state guidelines.

As a member of county management, the incumbent is responsible and accountable for knowing and following all county policies.
EXAMPLES OF WORK:
1. Manages programs and/or departmental operations in functional areas as assigned. Interviews, recommends hiring, assigns functional work areas, schedules, work activities, trains and monitors work performance; responds to grievances as appropriate.
2. Analyzes, evaluates, modifies and approves procedures for programs administered by the department; determines the nature and extent of operational services required to accomplish the departmental needs; recommends departmental goals and objectives to the Director; determines program standards and operating practices; remains current on laws related to departmental functions and remains current on legislative changes.
3. Plans and facilitates various program and customer service evaluation projects, makes recommendations on changes as appropriate; leads the department’s efforts in performance measurement; analyzes, evaluates, and makes recommendations regarding the operational and administrative systems, technology, and telecommunications.
4. Provides guidance and interpretation of policies and regulations; assures compliance with standards; researches, compiles and analyzes department-wide data; prepares statistical and narrative reports.
5. Coordinates the development of the annual department budget along with the department managers and supervisors; collects and analyzes financial information to project revenues and expenditures and recommends budget adjustments as necessary; develops and assists the director in submitting and recommending the department’s five-year capital improvement plan.
6. Serves as acting department head as assigned; responses to officials and elected officials in matters pertaining to the department; acts to resolve customer or public complaints pertaining to the department functions and develops successful solutions.
7. Directs management of grants and contracts relating to operational responsibilities; evaluates and monitors current service delivery and departmental effectiveness and recommends improvements based on new standards, technology, service level or trends.
8. Collaborates with other departments, agencies and organizations in discussing strategic issues; provides guidance and interpretation of policies and regulations.
9. Advises and assists division managers and supervisors regarding human resource issues, management practices, team training and other related administrative areas.

WORK ENVIRONMENT: Sedentary work performed within the Government Center. Lifting requirement of up to 20 pounds on an occasional basis.
