The Ohio Department of Rehabilitation and Correction is looking for a dedicated human resource professional to assume the responsibilities of Human Capital Management Senior Analyst.
Job Duties :
Serves as the human resources coordinator for assigned institution(s), coordinating advanced & non-advanced HR sub-programs: develops strategic initiatives to manage absenteeism; collects & manipulates data such as sick leave & leave without pay usage & physicians verification notification; analyzes trends; plans workforce needs & implements strategic HR initiatives & action plans; tracks, monitors, & certifies claims & advises employees regarding Family Medical Leave Act; monitors disability leave usage & coordinates requests for & review of independent medical evaluations to determine fitness for duty; oversees return to work program; manages disability separation & reinstatements to return employees to work timely & in compliance with applicable regulations; tracks, monitors compliance & advises appointing authority regarding Americans with Disabilities Act (ADA); may coordinate responses at the institutional level to requests for reasonable accommodation in accordance with ADA; tracks processes & monitors unemployment compensation claims & serves as management representative at unemployment compensation hearings; conducts exit interviews. Formulates & implements HR policies & procedure at the institutional level ensuring compliance with DRC & DAS policies, applicable collective bargaining agreements & state & federal law; provides guidance & information to management & staff regarding HR policies & procedures, bargaining unit agreements, & Ohio Civil Service Laws/Rules; may coordinate subject matter experts for the development of position specific minimum qualifications &/or assessments & selection instruments; completes request to fill & requests to post vacancies; determines if position should be filled by layoff or certification list & requests names of appropriate; receives & reviews electronic case merit selection files; manages interview process (e.g., writes questions, schedules interview, prepares recommendation letter, completes local employment background checks); participates in screening, interviewing, & evaluating applicants; participates in employee orientation program; composes &/or reviews & approves personnel actions & position descriptions; maintains tables of organization & creates & maintains succession plans; coordinates, tracks, processes & advises regarding performance evaluations. Directly supervises payroll officer(s) in assigned institution(s) & oversees & ensures timely & accurate processing of payroll; ensures &/or provides coverage of payroll as needed (e.g., in cases of emergency when necessary to provide breaks &/or lunch relief to staff, to avoid mandatory overtime, to allow the release of employees for approved activities, to provide coverage for no shows etc.); supervises human capital management analyst in shared institution or in institutions with more than 500 employees; in shared institutions maintains ongoing regular contact with staff via email &/or telephone & on-site contact with staff at smaller institutions as needed but no less than one day per pay period; for assigned staff determines & approves work schedules & itineraries; approves requests for leave, overtime, compensatory time, bi-weekly attendance reports & travel vouchers; assigns, distributes, redistributes & prioritizes work; reviews & approves work for content & accuracy; disseminates & interprets policy & procedures; identifies training needs & conducts or arranges for training opportunities (e.g., on-the-job & in-service); writes goals & completes & conducts timely performance evaluation reviews; conducts staff meetings as needed. Performs related administrative duties including but not limited to preparing reports & correspondence; maintains &/or oversees personnel & payroll files & other HR records; ensures files are retained & disposed of in accordance with record retention schedules; monitors PERS electronic contributions; coordinates data for ACA & other audits; conducts presentations & provides training to management staff & others on personnel matters; prepares cost projections & assists in budget preparations; reviews proposed legislation & advises appointing authority regarding impact; assists in gathering documentation for audits, grievances, lawsuits & requests for public information; may assist with investigations, research & draft responses to EEO complaints, &/or represent management at pre-disciplinary hearings, mediation, arbitration or the state personnel board of review; participates on committees (e.g., Correction Officer of the Year & Employee Recognition Committees) & teams; attends meetings, training sessions & conferences; performs other duties as assigned.

Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
Major Worker Characteristics:
- Or 3 yrs. exp. in human resources.
- Or 1 yr. exp. as Human Capital Management Analyst, 64612.
- Or equivalent of Minimum Class Qualifications For Employment noted above.
Knowledge of labor relations*; workforce planning; government structure & process; civil service laws, rules & regulations; agency human resources policies & procedures*; public relations; human resources training & development; employee benefits (e.g., workers' compensation, unemployment compensation, disability insurance, social security, public employees’ retirement)*; federal & state laws & rules governing fair employment practices (e.g., ADA, FMLA, EEO); interviewing; technical writing; supervisory principles/techniques*. Skill in operation of personal computer. Ability to complete statistical analysis; define problems, use proper research methods to collect data, establish facts & draw valid conclusions; calculate fractions, decimals & percentages; gather, collate & classify information about data, people or things; handle sensitive inquiries from & contacts with officials & general public; prepare meaningful, concise & accurate reports.
