As an Information Technology Specialist (SA/AS) ALC Applications Developer your assignments may include the following:
Developing and testing Assembler Language (ALC) software applications.
Coding, testing and debugging programs according to detailed requirements.
Supporting the maintenance of existing software applications.
Participating on or leading a team designing, developing, testing and implementing software applications.
Supporting and providing quality customer service in the development, production, and integration of software applications and systems that enable customers to successfully meet their business goals.
Understanding software development systems life cycle.
You must meet one or more of the following basic requirements by the closing date of this announcement.
GRADE 13 LEVEL At least one year of specialized experience equivalent to GS-12 in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. The programmer will provide technical leadership as an expert Applications Developer on a team of IBM ALC (Assembler Language) Programmers who design, program, test, implement, and maintain the most complex programs and code providing tax administration processes and reports for State and Federal entities on: adjustments, collections, credits, interest, delinquencies, offsets, penalties, refunds, returns, taxes, and levies from IRS Individual and Business Master Files, on a weekly, monthly, quarterly, and/or annual basis. The programmer will maintain a courteous and professional cooperative working relationship with the other members of the programming team, management, and customers by coordinating the requirements of any new requests for change, providing recommendations for implementation of these changes, and freely sharing knowledge, skills, and abilities. The programmer will be involved in discovering and solving any work- related issue encountered and will help to improve the overall effectiveness of the office and that of the programming team. The programmer will be responsible for the design and development of programs which comply with the established standards of the Enterprise Life Cycle and will maintain all required documentation including Programming Requirements Packages (PRP's), Computer Operator Handbooks (COH's), and Project Books. The programmer will perform in-depth/detailed testing on his/her programs. Whether it is a change for the upcoming processing year, or a requested change, he/she will ensure that all conditions of the program are examined and successfully pass testing. The programmer will use file search, file compare, and debugging tools (i.e., Xpediter, File-Aid, File Manager), when testing his/her programs. The programmer will always submit test plans to the team leader for review and approval prior to implementation. The programmer will be diligent in solving problems and quick to resolve the issue and make the necessary corrections. The programmer will follow all security procedures, ensuring that any taxpayer information is stored according to procedures.
In addition to the above, to be qualified for this position at this grade level you must have experience as a Team Lead, including interpreting and conveying requirements. Must also have experience coding from scratch, maintaining, testing, and troubleshooting complex programs written in Assembler Language Code (ALC) in the IBM Mainframe environment, to include experience with Endevor, TSO, and JCL.
