DUTIES: Major Duties:
Studying logistic and technical issues impacting workforce utilization to analyze, identify and develop improvements in efficiency
Developing and maintaining policy guidance and strategic plans as it related to governing workforce telecommuting activities
Serving as an approving official for the Government Purchase card, including ensuring purchases are made according rules/regulations
Assisting in the formulation of security policy, procedures, systems, and programs to ensure the security eligibility of personnel
Maintaining accountability of wireless devices
Managing acquisition required training program requirements.

QUALIFICATIONS REQUIRED:
To be eligible for this position at the GS-12 level, you must possess the following:
At least 1 year of specialized experience at the GS-11 level or higher (or similar in other pay systems) that provided the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. This experience may also have been obtained in the private sector, but it must be comparable to the GS grade indicated. Examples of specialized experience include: studying logistic and technical issues impacting workforce utilization to analyze, identify and develop improvements in efficiency; measuring and evaluating worker productivity, including providing guidance on how to maximize efficiency; assisting as an approving official for an organizational purchase card; and assisting in formulation of security policy, procedures, systems, and programs to ensure the security eligibility of personnel.
To be eligible for this position at the GS-13 level, you must possess the following:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Probationary Period : You may be required to serve a one year probationary period.

Your application will be evaluated based on your ability to demonstrate the following knowledge, skills and abilities/competencies:
1. Knowledge of qualitative and quantitative methods and procedures of complex administrative programs and management processes to evaluate, establish and write procedural where none yet exist.
2. Proficient knowledge and experience with information technology acquisition writing tools and document management systems, such as eCMS, Advance Planning Module, and Integrated Funds Control Point Activity, etc., or the equivalent.
3. Knowledge of the capabilities and limitations of procurement business intelligence tools, advanced office automation and IT hardware and software, which is used to analyze the more complex user requirements and design and maintain a system to meet those needs.
4. Knowledge of regulations, policies and directives concerning contracting, information technology, telework program management, training requirements and office automation.

Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group. The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview. OTHER INFORMATION: Receiving Service Credit for Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employees credit for their job-related non-federal experience or active duty uniformed military service.
