Administrative Services Assistant 1. Collects, compiles, and analyzes information from various sources on a variety of fleet topics related to programs assigned to the position by fleet management staff including complex financial, budget, or administrative functions; prepares comprehensive technical records and reports to present and interpret data; identifies alternatives, and makes and justifies recommendations. Maintains a variety of records such as perpetual inventories of supplies and materials, and statements of expenditures; reconciles spending unit fleet vehicle records with centralized fleet management records; prepares correspondence, vehicle-specific forms, and reports as required. Examines, checks, and reports as required. Examines, checks, and verifies reports and other documents for completeness, appropriateness, adequacy and conformity to established requirements, and follows up on discrepancies. Initiates and handles correspondence relating to specialized fleet programs, state code, rules, policies, procedures, and requirements. Serves as a liaison with employees or general public. Collects, compiles and analyzes information from various sources on a variety of specialized topics relating to the program. Prepares various types of reports. Conducts surveys; monitors and analyzes legislation and make recommendations for proposed legislation. Initiates and handles correspondence relating to the program. Performs a variety of sorting, filing and digitizing tasks; answers the phone; opens, sorts, distributes, collects and delivers mail; performs a number of tasks. Maintain an inventory of equipment and supplies. Other duties as required. Employee must possess and maintain a valid WV drivers license and have a satisfactory driving record. Employee may be required to work on evenings, weekends and holidays. Frequent inter/intra-state, multi-modal, varying duration travel may be required. Preference may be given to applicants with the following: a degree with a major in automotive technology, project management, business administration, communications, or information technology and with administrative, business, infrastructure, or automotive management experience providing administrative, project management, operations, or fleet services such as accounting, budgeting, project monitoring and reporting, personnel, automotive shop/service center, automotive service writing, personnel, or procurement and property.

Training: Graduation from an accredited four-year college or university.
Preference may be given to candidates with a major in the area of public or business administration, accounting, industrial relations, communications, automotive technology, project management, or information technology or related field.
Substitution: Additional qualifying experience as described below may be substituted on a year-for-year basis for the required training.
Experience: One year of full-time or equivalent part-time paid employment in a technical or advanced clerical position providing administrative services such as accounting, budgeting, project monitoring and reporting, personnel, or procurement and property. Experience must have been at the Office Assistant 3 or Accounting Assistant 3 level or higher. Experience related to Fleet management or fleet records desirable.
Substitution: Successful completion of graduate study in an accredited college or university in one of the above fields may be substituted for the required experience on a year for-year basis.
