The UAA, Aviation Technology Division (ATD), within CTC, represents the latest in aviation education technologies in a large facility with state-of-the-art classrooms and labs. The mission of the ATD is to enhance, promote, and provide quality aviation education, research and service worldwide. The ATD offers Bachelor and Associate degrees with emphasis in Air Traffic Control, Aviation Management and/or Professional Piloting. Additionally, Certificates and Assocate degrees are also offered in Aviation Maintenance Technology; a Minor in Aviation Technology is available as well. The Flight Operations General Manager position is a key member of the Division's administrative team and serves as an expert advisor on matters related to the general operation of department responsible for providing the academic flight training portion of the Professional Piloting degree. Further, this position also provides technical expertise and support through supervision of the department's Certified Aircraft Mechanic(s), Flight Operations Coordinator, and Certified Flight Instructors. Serves as Lead and provides guidance and direction to the ATD Chief Flight Instructor/ Lead Flight Simulator trainer. This position is also responsible for oversight and management of UAA's aircraft training fleet, as well as the overall safety of the Division's flight program.

Knowledge, skills and abilities required for this position.

Demonstrated knowledge of the aviation industry and all Federal Aviation Administration Regulations pertaining to 14 CFR Part 141 Flight Schools. Knowledge of management principles Knowledge of human resource management principles Ability to forecast and manage budgets Effective oral and written communication skills Problem solving skills exhibiting capable, independent judgment and initiative Ability to effectively evaluate students' learning progress based upon established standards of performance relative to the student's experience and stage of development as a pilot Ability to function as an effective team member Strong interpersonal skills and effective leadership and supervisory skills Ability to guide subordinates and resolve conflicts among personnel Possess a high level of accountability, discretion and ethical standards.

A Baccalaureate degree Certified Flight Instructor Certificates: CFI, CFII, MEI Third class FAA medical certificate Current Driver's License

Length of time and type of experience required for this position.

Experience that meets 14 CFR 141.36(d), Assistant Chief Flight Instructor requirements: 1000 hours pilot in command 1.5 years and 500 hours of instruction given as a CFI or instructor in a military flight program or 750 hours of instruction given as a CFI or as an instructor in a military flight flight program.

Preferred knowledge, skills or abilities for this position.

Master's degree Airline Transport Certificate (ATP) Five or more years of experience as a line pilot in the airline industry, the military, or as a 14 CFR Part 141 Flight School Instructor Turbine powered airplane experience FAA Instrument Ground Instructor Certificate FAA Advanced Ground Instructor Certificate FAA Gold Seal Flight Instructor Certificate Experience that meets 14 CFR 141.35(d), Chief Flight Instructor requirements: 2000 hours pilot in command 3 years and 1000 hours of instruction given as a CFI or instructor in a military flight program or, 1500 hours of instruction given as a CFI or as an instructor in a military flight program.

Records

Duty:
ADMINISTRATIVE SYSTEMS AND MANAGEMENT:
a. Responsible for broad scope of personnel issues including selecting, hiring, evaluating, training, counseling, motivation, supervision, and employee orientation of staff and Flight Trainers in conformity with UAA policy and procedures; attendance tracking, accuracy of timesheets, implementation of proactive performance management program and disciplinary issues when necessary.

b. Provides leadership and guidance to the UAA Flight Training program personnel. Implements effective plans, policies and procedures to ensure flight training efficiency, quality and cost containment.

c. Oversight and delegation of required work flow to ensure timely and efficient response to the administrative needs of the Division offices and efficient utilization of man power and resources. Ensures that the Flight Operations Department is responsive to the needs of students, faculty, ATD, CTC, and various UAA and UA entities.

d. Establish and maintain a flight scheduling and monitoring system to efficiently and effectively schedule assets and monitor flight activity.

e. Ensure renewal application for UAA's 14 CFR 141 Pilot School Certificate accomplished and submitted to FAA in accordance with 14 CFR 141.13 and 141.27 and that the certificate is displayed in accordance with 14 CFR 141.19

RECORDS MANAGEMENT:
a. Ensure that each student enrolling in a flight training course is provided a copy of the documents and procedures specified by 14 CFR 141.93, Enrollment, and maintain a monthly listing of persons enrolled in each flight training course offered at UAA.

b. Coordinate with the Chief Flight Instructor to ensure CFI qualification and training records, as well as student training records are maintained in accordance with 14 CFR 141.85 and 141.101.

COMMUNICATIONS AND REPORTING:
a. Tracks and submits monthly reports to ATD Director reporting on the status of active students and students waiting for assignment of instructors. The reports contain amplifying information about course enrollment, certificates and ratings earned, checkride success, hours to solo, and other applicable data or milestones being tracked by Flight Operations.

b. Tracks and submits monthly reports to the ATD Director tracking schedule effectiveness and aircraft availability. Data items include the number of flights scheduled, flown, weather cancelled and maintenance cancelled by aircraft type, and the number of days each aircraft type was not available to schedule because aircraft was awaiting maintenance or parts.

c. Coordinates with the ATD Director, Fiscal Officer and other personnel as required to initiate, track, compile, prepare and edit reports or data requests from UAA Administration, Statewide Risk Management, and/or as requested by the FAA.

FISCAL AND RESOURCE MANAGEMENT:
a. Responsible for oversight of the Flight Operations Department budget. Reviews budget and banner data prepared by Flight Coordinator prior to submission to the Division's resident fiscal team.

b. Reviews and forwards monthly reports to the ATD Director tracking revenue and expenses associated with personnel, flight operations and aircraft maintenance operations.

c. Coordinates with the ATD Director to set course fees supported by department revenue, expense, and market prices of fuel, parts and maintenance costs.

d. Provide relevant financial data to support recommendations for new flight training equipment, personnel, or vendor support.

e. Other duties as assigned, such as occassionally driving on municipal airfield for a variety of reasons, picking up department-related commodities, attend meetings, etc.

SAFETY:
a. Monitor and enforce flight school procedures and safety policies as contained in the UAA Flight School Policy and Safety Procedures Handbook. Update and publish new procedures as required.

b. Establish, document and maintain a ground and flight safety program for Flight Operations personnel and students. The program shall provide for regular meetings and include means and methods for disseminating safety information to all personnel and students unable to attend the meetings.

c. Establish, document and maintain a risk assessment and mitigation program for flight and maintenance operations.

d. Establish, document and maintain a hazard identification and tracking program for Flight Operations. The program will provide a means for department personnel and flight students to report hazardous conditions and a process for providing feedback and disseminating findings.

e. Maintain and update emergency response procedures for aircraft incident, accident, or serious personnel injury.

FEDERAL AVIATION REGULATION (FAR) COMPLIANCE:
a. Continuously monitor UAA flight training personnel, aircraft and facilities for compliance with 14 CFR 141 Subpart B requirements; reference paragraphs 141.33, 141.35, 141.36, 141.37 141.39a.

b. In coordination with the Simulations Unit Manager, ensure UAA flight simulators and flight training devices comply with 14 CFR 141.41 requirements.

c. Ensure UAA Training Course Outlines are reviewed, updated and approved as necessary and in accordance with 14 CFR 141, Subpart C.

d. Ensure that the UAA Part 141 Pilot School remains in compliance with 14 CFR 141 Subpart E, Operating Rules; reference paragraphs 141.75, 141.77, 141.79, 141.81 141.83, 141.87, 141.89, 141.93, and 141.95.

e. In coordination with the Chief Flight Instructor, ensure that student training records are maintained in accordance with 14 CFR 141, Subpart F, Records.
