PUERTO RICO NATIONAL GUARD
ARMY TECHNICIAN VACANCY ANNOUNCEMENT


AREA OF CONSIDERATION:

Area 1 = Permanent technicians Officers currently employed in the Puerto Rico Army National Guard.

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

Relocation costs will not be authorized for Permanent Change of Station. Recruitment, Relocation or Retention allowance will not be paid.

KEY REQUIREMENTS
  • United States citizenship is required.
  • Must be a permanent technician currently employed in the PRARNG.

DUTIES: The purpose of this position is to manage, program, and execute ARNG major/minor construction and renovation projects in a geographically separated area. This requires the ability to execute construction projects, on time and within budget, which directly affects the state's success in meeting ARNG mission and the Adjutant General's goals. In addition, this position is responsible for conducting Architect and Engineer (A&E) firm selection boards, preparing and presenting briefings, and implementing the ARNG energy program for new construction. Oversees the project management of all construction and renovation projects. Serves as a Contracting Officer's Representative (COR) and assumes the duties of the CFMO as needed. Supervises the work of the function.

QUALIFICATIONS REQUIRED: You may lose consideration for the position if your application does not include all the information/documents requested on the vacancy announcement. GENERAL EXPERIENCE:

Experience, education or training which provided the applicant's with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations and keeping records.

SPECIALIZED EXPERIENCE:

Applicant must possess more than THIRTY-SIX (36) months of specialized experience performing or supervising duties such as working experience of architectural and engineering concepts, construction methods and practices; providing guidance on the development of building environmental, energy, security and communication systems; planning, designing and construction of major structures and facilities; managing, directing, planning, developing or administrating a facilities management program, environmental program, and/or military construction program; reviewing and approving shop drawings, work and material schedules; coordinating construction and renovation activities; reviewing payments requests for accuracy, verifying work billed and recommending payments.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

Study successfully completed in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 12 months of specialized experience. Courses must be directly related to the work of the position (i.e.Engineering or Industrial Technology, construction, etc.). Copy of student transcripts or training certificates must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

CONDITIONS OF EMPLOYMENT:

Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.

- Proper protective equipment must be used to comply with safety standards.

- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.

- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.

- Loss of military membership will result in immediate loss of your full-time military technician position.

- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.

COMPATIBLE MILITARY ASSIGNMENT:

In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: OBR 01A.

Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
