Supervises group of Job Force Managers in Western Region who have the following responsibilities: Schedules construction crews and monitors changes that affect work completion dates. The JFM tracks and updates each work order for accurate resourcing, internal and external issues affecting the job, due date changes, Ready for Service dates, vendor billing, and ultimate job completion. Sets up and leads weekly scheduling meetings with Telco and Contractor teams to discuss all jobs in the Construction schedule for status, current or potential roadblocks, and due date validity. The JFM has a comprehensive view of the work facing their Construction Teams and load balances the work amongst the individual crews and between Telco placing resources and the placing Contractor. The JFM generates budget reports based on work in the schedule and participates in budget meetings to establish monthly, quarterly, and annual spending projections with Finance. Responsible for interfacing with other employee groups, for example, Construction Management Center (CMC) team, engineering directors/managers, engineers, LEC/LEDs, field supervisors, contract inspectors, construction directors/managers, AQCB project managers, FTTN project managers, Loop Provisioning Center (LPC), and contract administration to accomplish work. Responsible to perform all COSMO table updates mMust have the ability to make decisions to ensure that resources and workload are balanced. Must take ownership for ensuring Construction jobs are completed on time and within budget. Job Requirements
Must have the ability to create and manage timelines, identify and resolve roadblocks quickly, and to identify what and whom to escalate. OSP technical knowledge including but not limited to: print reading, design engineering, field engineering, copper and fiber splicing, turn up and electronics.
Must have Strong customer-focused behavior and the ability to work with others.
Must be a team player with excellent oral and written communication skills. Ability to lead and delegate tasks as needed.
Must be a self-starter and demonstrate the ability to work independently without constant supervision. Knowledge and ability to handle large volumes of varied data appropriately. Process writing and documentation skills.
Must be proficient in using a computer and using multiple databases simultaneously.
Must perform work with minimal supervision.
Must be able to prioritize multiple projects and perform under pressure.
Must negotiate timeframes for completion and meet critical deadlines.
Must be willing and able to work with other coworkers to complete job assignments. In addition College degree or 5 years of erquivalent Telecom experinece in Network Services.
Preferred Qualifications: Previous experience using the COSMO, NECTAS, OSPFM, JDS, CPD, TIRKS, JETS, WFA-DO, WFA-DI, and WFA-C systems is highly desirable. Previous experience in Engineering and Construction is highly desirable.
Experience working with programming, Microsoft Excel, Access and all other Windows based programs.
