Training Strategist: Provide strategic level CI and/or HUMINT subject matter expertise and working knowledge of career and professional development throughout the DoD CI and HUMINT Enterprise (DCHE). Provide advice, guidance, and documented recommendations that adhere to higher level initiatives of the Office of National Intelligence (ODNI) Intelligence, National HUMINT manager (NHM) and National Clandestine Service (NCS), and the Office of the Undersecretary of Defense for Intelligence (USD(I). Draft and monitor performance plans (measures and customer satisfaction surveys) to identify DCHE capability gaps, shortfalls, and areas or success; prepare and disseminate reports to ensure DCHE performance results visibility. Conduct periodic cost/benefit reviews of training programs to inform decision makers on best practices and return of investment data.

Provide input to process changes or improvements. Demonstrated working knowledge and expertise relevant to competency development, standards, and related initiatives. Provide input to policies, procedures, and standards for accreditation of training programs. Support efforts of the Defense CI and HUMINT Training Council and related groups to inform the training community on current issues and challenges, to gain consensus on key issues, and develop programs and processes.

Create a communication strategy that ensures CI and HUMINT Enterprise integrations and involvement in decision making forums. Ability to plan, develop, adhere to or mitigate milestone achievement to implement programs in a resource constrained environment. Plan and assist with the DoD Enterprise program initiative implementation. Foster collaborative working relationships throughout the entire CI and HUMINT community.

Assist project planning, organization, tracking tasks, and implementing initiatives. Contractor shall have a minimum of ten (10) years CI or HUMINT operational experience; expert experience in DoD training programs; Instructor certification is desired; expert MS Office skills, expert knowledge of DoD processes and terminology; relevant Bachelor's degree requires with Master's degree preferred.
