Candidates must be permanent in the Mental Health Program Specialist 2 title, OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. Examples of titles approved for 70.1 transfers to MH Program Specialist 2 include, but are not limited to: Mental Health Program Evaluation Specialist 3, Resources and Reimbursement Program Development Specialist 2, Social Work Supervisor 1, Standards Compliance Analyst 2. DUTIES:
Specific duties include, but are not limited to, the following:

Assist the Director of Special Projects in providing oversight and implementation of various projects that have a goal of assisting high risk/high need individuals in transitioning from institutions and Adult Homes into alternative community settings by working with staff from multiple divisions within OMH as well as other state agencies to ensure transitions are completed in compliance with statute, pending regulations, settlement agreements and/or legal negotiations.

Assist in the development and coordination of new initiatives some of which are litigation related, while others relate to overall system change consistent with the recommendations of the Medicaid Redesign Team.

Work with staff from the five OMH Field Offices on the programs described above, including some case specific intervention and follow-up when indicated.

Assist in the development, scheduling, curriculum maintenance, and delivery of training for field staff and/or contractors who may be hired to assist with initiatives related to serving high risk/high need populations and/or new programs related to integrated care coordination. As project areas are new, selected contractors may need training specific to the populations and areas in which they will be working.

Develop and maintain mechanisms to track progress of implementation and outcomes for various projects and assist in the development of performance improvement projects as needed.
