Serves as Reviewing Engineer within the Division of Traffic and Planning, reporting to the Assistant Commissioner of Traffic Management. Responsible for review of plans and projects related to the application of traffic safety, traffic control and management, including plans and projects for traffic safety, traffic operations, promoting efficient and sustainable modes of transportation and recognizing the importance of streets as public spaces.
Provides engineering review and oversight for all operational applications within the Division’s projects related to use of intersection controls, traffic control signs, roadway markings, parking regulations, bike lanes, bus/HOV lanes, pedestrian treatments, safety programs, environmental assessments and mitigation measures and emergency situations involving traffic detours and travel restrictions.
Develops and evaluates innovative techniques for ensuring consistency and conformance with established standards, emerging concepts and technologies in the field of traffic control and management. Reviews technical reports and assessments of projects for appropriate evaluation methodology, data collection protocol and conclusions.
Communicates internally and externally on an executive level with agency division heads, elected officials, community boards, citizen groups, media and other municipal agencies on traffic control and management operations, proposals, plans and issues. Performs related managerial duties.
Minimum Qual Requirements
A valid New York State License as a Professional Engineer is required. In addition, candidates must have six (6) years of full-time paid experience in civil, mechanical, electrical, chemical or air pollution control engineering work, at least two (2) years of which shall have been as an administrative engineer.
Demonstrated, successful management of traffic engineering tasks/projects/schedules and budgets; ability to provide technical guidance and mentorship to engineers and technical staff. Ability, on an executive level, to lead the development of innovative traffic control and management projects that meet the needs of all users (motorists, commercial vehicles, transit riders, pedestrians and bike riders) using traffic signal installations, signage, pavement markings and traffic management control plans. Guide traffic engineering operations analysis to determine vehicular capacity and level of service for multi-lane roads, intersections and other roadway sections in both urban and suburban environments. Solid understanding of traffic design software and experience directing the preparation of Traffic Impact Analysis (TIA) studies and TIA reports. Excellent verbal and written communications skills.
