Position: (Manager III - Engineering) Technical Support Services Contract (TSSC) Regional Engineering Lead
Location: Kansas City, KS
Since 1996, Raytheon Technical Services Company (RTSC) has been a leader in the air transportation market. RTSC currently supports the Federal Aviation Administration (FAA) in installing, integrating, and evaluating aviation related systems and equipment at airports, and FAA facilities nationwide. We are the premier provider of such services to the FAA. Raytheon Technical Services Company is looking for nine Regional Engineering Leads on a Services Contract for which RTSC is competing to perform site selection and engineering design; construction; environmental and fire/life safety; equipment installation and test; drafting; and other technical services for the FAA at airports and FAA facilities nationwide.
The TSSC Regional Engineering Lead position will be responsible to manage the regional TSSC team on a multiple Work Release program related to the implementation of CIP projects and NAS modernization efforts at numerous FAA sites and facilities located in one of the FAA's nine regional areas. These Work Release's (WR's) potentially cover a variety of civil, electrical, and mechanical engineering, design, construction, and electronic installation tasks on proposed and existing FAA facilities throughout the regional area. The Regional Engineering Lead will interface directly with the FAA TSSC regional counterpart on all aspects of the WR's. The TSSC Regional Engineering Lead will be responsible to oversee and manage a variety of Project Engineers, Estimators, Supply Chain Management, Electronic installation Technicians, and administrative support staff. The Regional Engineering Lead must support contract wide policies, procedures, and budget and schedule goals for the successful completion of work within his/her service area. He/She must delineate these policies, procedures and goals to subordinates, and see that they are effectively carried out. The position will be located in Atlanta, New York, Nashua, Ft Worth, Kansas City, Chicago, Seattle, Los Angeles, Anchorage, depending on regional area.
The Regional Engineering Lead will be responsible for achieving all technical, schedule, and financial targets of the program, and ensuring ongoing customer funding of current contractual requirements, work with the customer to identify and fund further construction or system enhancements and refinements, and identifying and pursue additional tasking. The Regional Engineering Lead will also lead and/or support and be ultimately responsible for the Work Release Plans submitted to the FAA and contribute to the continuous improvement of the Program and relationships with the FAA customer. The Regional Engineering Leas shall report to the TSSC Service Area Manager.
Required Experience, Knowledge, Skills, and Abilities:
âˆ™ At least 10 years of relation experience
âˆ™ Experience managing A&E, Civil, Electrical, and Mechanical systems equipment deployment or construction programs, including one of $30M or greater
âˆ™ Profit and loss responsibility over multiple contract types (FFP, CPFF, T&M)
âˆ™ Leadership in the development of integrated master schedule, estimates to complete, earned value management, financial forecasting, risk mitigation plans
âˆ™ Experience providing leadership to a geographically dispersed teams
âˆ™ Promoting programs, plans, goals, and objectives with stakeholders, and maintaining continuous communication with FAA counterpart concerning contract performance
âˆ™ Building and maintaining effective customer relationships
âˆ™ Excellent verbal and written communication with internal and external stakeholders
âˆ™ Computer proficiency with scheduling and estimating tools
âˆ™ Work effectively in a fast-paced, multi-tasking environment
âˆ™ Certified Program Management Professional (by Program Management Institute)
Desired Experience, Knowledge, Skills and Abilities:
âˆ™ FAA program management experience
âˆ™ Comprehensive understanding of FAA and/or Airport facilities and working within the aviation environment.
âˆ™ Understanding of airport building code requirements and of general construction practices, including new facility construction, upgrades of existing facilities, and other related construction work
âˆ™ Champion of continuous improvement (such as Six Sigma) to achieve significant process improvements
âˆ™ Professional Engineering registration a plus
Required Education (including Major):
âˆ™ Bachelor's degree is required; preferred in Engineering or closely related field. Master's or MBA preferred
âˆ™ Ability to pass Security background checks
âˆ™ Willingness to travel (~35%)
