I. DESCRIPTION The Latin American Youth Center (LAYC) seeks a Family Resource Specialist to recruit, train, license, re-license and provide ongoing support services to current and potential foster care families. The Family Resource Specialist will report to the Program Manager and will work Tuesday-Saturday.

II. RESPONSIBILITIES
  • Screens prospective foster care parents to determine their eligibility to be foster parents.
  • Prepares foster care parent recruitment/outreach packages for individuals and community organizations.
  • Conducts home visits, interviews each family member, collects relevant information and prepares home study reports and submits them to supervisor for review and approval.
  • Submits completed foster care parents' family files to CFSA for review and approval for licensing;
  • Provides a licensing package to foster families ten calendar days after the official licensing date and ensures all documentation is updated.
  • Documents all contacts with youth and their families that are relevant for licensing.
  • Enters information into LAYC's data tracking system at least once a week;
  • Becomes familiar with DC Department of Health Chapter 60 and Chapter 16 on foster homes licensing and child-placing agencies and CFSA implementation plan.
  • Attends mandatory FACES training to become proficient in entering foster care families information into FACES in a timely and accurate manner.
  • Ensures foster family files and homes are in compliance with all CFSA, LAYC and Department of Health family and programmatic licensing requirements; maintains each family's file up-to-date.
  • Assists in the in-service training of potential foster parents using the Parents' Resource Information Development Education (PRIDE) manual.
  • Coordinates all aspects of the renewal of the foster care parents re-licensing process.
  • Identifies and contracts with professionals to provide training for foster parents (each parent must complete a minimum of 15 hours of training from the date of licensure).
  • Prepares monthly stipends for families and submits them to the program manager for review.
  • Orders items needed for licensing, e.g. furniture for foster children.
  • Assists in the placement of new foster children.
  • Refers potential foster parents to and/or makes arrangements for CPR and First Aid Classes and medical appointments required for licensing.
  • Helps foster parents renew their clearances in a timely manner.
  • Conducts follow ups and addresses issues resulting from LAYC home evaluations and re-evaluations, with fire inspections and with CFSA home evaluations.
  • Assists social workers and other team members in the prevention of placement disruptions; assists in event planning as part of the program retentions activities.
  • Meets weekly with the program manager to discuss programmatic and operational issues.
  • Attends monthly program and division meetings.
  • Attends professional development sessions as allowed by time and funding constraints.
  • Prepares monthly and statistical reports and submits them to the program manager by the first or last working day of the month.
  • Performs other activities specifically assigned by the program manager.
III. QUALIFICATIONS
  • Bachelor's degree in social work required, with a DC license at the associates level preferred;
  • At least one year of experience working with children, adolescents and families; and knowledge of child and family development
  • Ability to relate to a culturally-diverse population
  • Fluent in English and Spanish
  • Excellent writing skills
  • Excellent oral communication skills
  • Excellent organizational skills
  • Flexible schedule, including evenings and Saturdays
  • Complete medical, FBI and child abuse and neglect clearances
  • Computer proficiency
  • Driver's license
