This is a professional position which, under the guidance and advice of the program's Executive Director, will serve as a member of the technical assistance team in supporting program, policy and technical assistance activities that promote the vision of the Comprehensive Services Act (CSA) and implement the strategic plan of the State Executive Council (SEC) and the Office of Comprehensive Services (OCS). This position works closely with the Community Policy and Management Team (CPMT) Chairs and CSA Coordinators in localities to coordinate resources, tools, technical assistance, peer consultation and best practices to facilitate the development of local systems of care that improve outcomes for troubled and at-risk youth and their families in a cost effective manner. This position collaborates with policy experts and regional specialists from other state agencies in the region to connect localities with resources and to facilitate communication and problem-solving on policy program and child specific issues. This position creates an atmosphere of open communication with key stakeholders, and encourages community CSA leaders to involve key stakeholders as an integral part of the assessment, planning, delivery and managing of services with children and their families. In carrying out these job functions, the incumbent is expected to exercise objectivity and independence in all duties.

Minimum Qualifications

Knowledge of and ability to apply cross systems perspectives and understanding of how different agencies interact in planning and delivering services to address the unique strengths and needs of youth. Demonstrated ability to communicate effectively orally and in writing with various internal and external partners/customers and to establish and maintain effective working relationships those partners/customers. Direct experience working in a service system related to the Comprehensive Services Act such as mental health, foster care, special education, or juvenile justice. Possess considerable experience: researching, analyzing and applying complex state and federal human services regulations; analyzing demographic, service, outcome and fiscal data; and partnering with families to identify, develop, and evaluate effective services and supports to meet the strengths and needs of children.

Preferred Qualifications

Bachelor's degree with a major in a human services field including social work, psychology, nursing, education, criminal justice, or a closely related area preferred. A related Master's degree is highly desirable. Prefer direct work experience in implementation of the CSA within a local government. Prefer considerable knowledge of and experience in the application of community based systems of care and collaboration across diverse partners.
