Plan work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

Develop, implement, and control contractual, financial, and technical aspects of Foreign Military Sales projects/programs through designated phases of life cycle logistics.

Responsible for planning, managing, and coordinating total cradle-to-grave life cycle logistics support for assigned systems or subsystems.

Represent the organization on higher headquarters and foreign dignitary working groups, steering groups, or other meetings, conferences, or seminars.

At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience must include knowledge of policies and procedures applicable to Foreign Military Sales (FMS) acquisition and support programs. Specialized experience in assessing and managing the cost, schedule and technical performance parameters of assigned projects or programs through the required phases of the acquisition cycle. Develops and implements program controls. Plans, organizes, and coordinates activities related to contracting, engineering, testing, and logistics. Reviews and directs the progress of applicable contracts in meeting program objectives. Prepares briefings, studies, and other analyses for presentation to management officials and stakeholders. Must be capable of obtaining APDP Level 2 certification within two years of assignment. Must be eligible to be a member of Acquisition Corp.

Federal Time-In-Grade

Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

2. Knowledge of policies and procedures applicable to FMS acquisition and support programs.

4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

5. Ability to communicate both orally and in writing.

Critical Acquisition Position

and is covered by the Acquisition Professional Development Program (APDP). The employee must be capable of meeting Defense Acquisition Work improvement Act (DAWIA) requirements applicable to the duties of tile position.

APDP positions meet all of the following criteria:
1. Directly involved with the planning, design, development, testing, contracting, production, acquisition logistics support and/or disposal of systems equipment, facilities, supplies, or services that are intended for use in, or support of, military systems.

2. The duties of the position involve establishing and/or enforcing policies and practices that govern acquisitions to include:

a. Documenting mission needs and establishing performance goals and baselines.

b. Determining,and prioritizing resource requirements for acquisition programs.

c. Planning, and executing acquisition programs.

d. Directing, and controlling the acquisition review process.

e. Developing and accessing logistics implications for acquisition strategies and programs.

f. Contracting.

g. Monitoring the execution status of approved programs.

h. Reports to Congress.

3. Has 50% of its associated duties in acquisition in an acquisition position category defined by DoD

5000.52M (Appendices A-H).

4. The applicant is in an allowable civilian occupational series per the allowable acquisition coding matrices included at Attachment 1 of the Chief of Staff Memo dated 27 SEPT 01. Acquisition logistics is listed

The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft in accordance with joint travel regulations. Duties include both CONUS and OCONUS travel. Incumbent must obtain a passport. Overseas meetings with foreign government representatives sometimes require travel to areas where employee may be exposed to potentially dangerous or stressful situations, such as possible terrorist activity.

Employee may be required to work overtime.

Incumbent is required to prepare annually, OGE form 450, Confidential Statement of Affiliation and Financial Interests.

Incumbent of this position must be able to obtain, and maintain the necessary and required security clearance.

This position requires a high degree of executive ability and comprehensive understanding of the DoD mission. Incumbent must make quick decisions under pressure of tight deadlines, present ideas, gain cooperation and stimulate action. The many decisions, recommendations, and commitments made by the incumbent are binding upon OC-ALC, AFMC, and all Air Force activities. It requires top level managerial ability and an exceptional knowledge of current contracting, logistics concepts, weapon systems, and of using command programs and concepts for logistics support. The position directs subordinate supervisors of work comparable to a GS-12. Incumbent makes significant recommendations which if accepted have a direct effect on the organization and projects managed. Responsible for revising immediate and long range organizational structure, goals, plans, and schedules to satisfy substantial changes in program authority, budget, etc. within scope of delegated authority, apportions resources appropriately to secure accomplishment of diverse mission programs.
