Overview
The Deputy Chief of Naval Operations for Fleet Readiness (OPNAV N43) is an organization that shapes, innovates and leads Navy readiness. OPNAV N43 is the voice of the Fleet readiness and is the OPNAV advocate on all readiness issues. OPNAV N43's mission is to enable and sustain Navy readiness of the Fleet now and in the future. This includes the issuance of relevant policy, requirements oversight, requirement assessments, and mechanisms to meet leadership defined requests for information, taskers, and analysis. OPNAV N43 is composed of the five main branches. These are Financial & Integration, Ship/Submarine Readiness, Aviation Readiness, Fleet Training & Readiness Reporting, and Expeditionary Readiness. All branches use accredited readiness models as a basis to provide information and validate requirements over the course of the Future Years Defense Program (FYDP). The purpose of this requirement is to enable integrated technical and professional Fleet Readiness modeling services to branches within the OPNAV N43 branches.

Job Description Responsibilities:
Act as computer systems analyst in support of the operation, maintenance, and upgrade, of multiple separately managed models including Ship Operation Model (SOM), Ship Maintenance Tools (SMT), Aviation Flying Hour Program (FHP), Expeditionary Models, Aviation Engine Depot Readiness Assessment Model (EDRAM), Aviation Airframe Depot Readiness Assessment Model (ADRAM), and the Aviation Support Equipment Depot Readiness Model (SEDRAM). Support the combination of these models into a flexible fully integrated portfolio of Fleet Readiness Models that provide relevant information for OPNAV decision makers. Provide operations and Sustainment (O&S) support to the web applications for both the Ship Operations Model and Ship Maintenance Models. This software includes but is not limited to: Oracle Oracle GoldenGate Symantec Backup Exec Serena Version Manager Coldfusion Flex Grid Component VMWare Fogbugz Implement and test algorithm improvement methodologies with guidance from government technical leads. Provide assistance and support to transition the ship maintenance model from multiple Excel spreadsheets to an integrated web-enabled database. Convert private sector pricing model from spreadsheet format and incorporate into fully integrated Workload Management Tool and Pricing Model Provide ad hoc report capability to improve user's ease of access to reports, information and data entry. Investigation, analysis, and requirements generation to sustain FHRM operations (e.g. bug fixes, software and hardware updates, etc). O&S support to the web applications for FHRM. This software includes but is not limited to: Oracle Oracle GoldenGate Symantec Backup Exec Serena Version Manager Coldfusion Flex Grid Component VMWare Fogbugz Produce full life cycle military standard technical documentation, which can later be referenced to support any required validation, verification, and accreditation activities. Investigation, analysis, and requirements generation to sustain DRAM (or follow-on system) operations (e.g. bug fixes, software and hardware updates, etc). Support the execution of the following tasks: Ensure thresholds are met for readiness and availability of readiness models. Provide user manual and on-line help Provide model linkages to support development of the Integrated Readiness Assessment in support of Program Objective Memorandum (POM) decision making Develop database to capture budget funding decisions Develop tool to prepare Program Budget Information System (PBIS) database uploads that accurately reflect budget decisions Algorithm improvements and enhancements as requested by the technical leads Perform and evaluate "what-if" analyses based on various constraints, including costs, maintenance schedules and availability goals Maintain currency of system documentation to include User Manual, Model Requirements Specification, software design documents, and configuration management plan. Publish and distribute as required to assure end user and program personnel possess documentation reflecting latest production release of SEDRAM Provide model linkages to support development of the Integrated Readiness Assessment in support of POM decision making
Qualifications
Basic Qualifications: Bachelor's degree from an accredited college or university with a curriculum or major field of study which provides substantial knowledge useful in managing large, complex AIS projects is closely related to the work to be automated, and/or in a computer science, information system, a physical science, engineering or a mathematics-intensive discipline. Must have at least five years' experience, of which at least three years must be specialized. Specialized experience includes: systems analysis and programming. Must demonstrate the ability to work independently or under only general direction. Must have demonstrated experience with the software listed within the SOW within last three years. MINIMUM CLEARANCE REQUIRED: Must possess an active Secret clearance.
