Build a satisfying career while making a difference to the citizens of the State of Wyoming. This position manages the grant funds and related program objectives of the Hospital Preparedness Program. Through the Office of the Assistant Secretary for Preparedness and Response (ASPR), Office of Preparedness and Emergency Operations (OPEO), the Hospital Preparedness Program (HPP), provides funding for states to improve medical surge capacity, and enhance hospital and Emergency Medical Service (EMS) capacity for response to a local or statewide emergency.

ESSENTIAL FUNCTIONS:
Completes and writes the grant application, submits progress reports as required, and executes activities outlined in the grant application.
Oversees and directs allocation of facility grant awards to eligible healthcare entities.
Monitors the grant sub-recipient’s activities for compliance in accordance with standards established by ASPR and the Wyoming Department of Health.
Conducts site visits with sub-awardees (primarily hospitals) and maintains records/reports of site visits.
Provides guidance and follow-up to sub-awardees to reinforce appropriate use of funding.
Develops future guidance for Wyoming hospitals and EMS agencies to help build on previous activities.
Supports and co-leads the WDH Emergency Preparedness Advisory Committee.
Develops and enhances partnerships in the healthcare community, associations, and agencies.
Provides technical assistance in emergency preparedness to hospitals, EMS, the Wyoming Department of Health and other stakeholders.
Develops and monitors all contracts for the HPP for compliance; initiates and completes needed contracts in accordance with federal and state rules and regulations.
Directs internal and external work, contracting with partners and vendors to carry out the work of the HPP.
Utilizes data and report findings to make recommendations to department, public, advisory committees, legislature, and Governor.
Directs strategic planning activities to ensure program and all associated partners meet national HPP performance measures.
Determines goals and priorities of the program; determines program needs and objectives; establishes and implements policies and procedures to meet objectives.
Oversees HPP program budgets and assures appropriate use of funds, appropriate financial tracking, program evaluation, and makes appropriate corrective actions.
Participates in state and federal program and financial audits of grant/contract programs.
Reviews and analyzes fee proposals for professional services agreements.

KNOWLEDGE AND SKILLS:
Knowledge of grant/contract rules and regulations.
Ability to evaluate data and report findings.
Knowledge of the use of databases.
Ability to speak and write clearly.
Knowledge of emergency preparedness/emergency management practices, terminology and systems.
Knowledge of and ability to use standard office software products (such as Word, Excel, Powerpoint).
Skill and experience with managing a budget.
Ability to coordinate multiple entities and varied schedules.
Knowledge of hospital and EMS clinical systems.
Ability to interact with and understand the needs of a variety of stakeholders with varying degrees of knowledge and expertise.

PREFERENCES:
Preference will be give to applicants with a Master's degree in Emergency Preparedness, Emergency Management, Public Health or other health related field. Other formal education or extensive experience in emergency management or preparedness is highly desirable.
