This is a Principal Consultant Records Management Specialist Level III position for the Department (Dept) of the Navy (DON) Chief Information Officer (CIO) support team. The office provides a wide range of technical, management, and administrative services to communicate, coordinate, integrate and align IT/Cyber initiatives throughout the Dept of Navy as well as the Dept of Defense. The support team will provide oversight and high level support in the areas of: IT Policy, Service Strategy, Budget, Administration, Personnel, Liaison, Knowledge Management (KM), Business Process Reengineering (BPR), Records Management (RM), Information Technology (IT), Cyberspace / Cybersecurity, Privacy, Critical Infrastructure Protection (CIP), Telecommunications (TELCOMMS), Standards, Analysis and other governmental support as required.
Key Role: Duties and responsibilities include but not limited to:
Draft DON RM strategies, policies, directives, briefings, manuals, and procedures.
Draft DON Enterprise architecture (EA) standards related to Records Management of electronic information systems and others as directed.
Review documents and write opinions of system compliance with EA policies.
Draft for government approval DON strategies, policies, and manuals for forms, information collection (reports) and DON libraries.
Oversee, maintain and review DON Records Management policies, directives and manuals.
Review and recommend approval of DON forms, information collection (reports), and library policies, directives and manuals.
Attend, participate, and support RM initiatives and working groups to advance records compliance across the Department.
Coordinate RM policy issues with the Chief of Naval Operations (CNO), Commandant of the Marine Corps (CMC), and Secretariat.
Draft and review electronic Records Management policy.
Support DON CIO actions to issue an annual RM reminder to all DON personnel.
Support periodic evaluations of the DON RM program.
Support Records Management within the office of the DON CIO including use and training of the Records Management application.
Nine (9) years of general and Ten (10) years of specialized experience in records management equivalent to strategic, technical, and functional consulting as a records management subject matter expert. Seven (7) years of general and Seven (7) years of specialized experience acceptable with a MS Degree.
Experience conducting records management functions and activities to determine efficiency, effectiveness, and compliance with federal policies, regulations, and standards and provided recommendations for improvement.
BS or MS degree CS, IT, Information Systems or other relevant discipline.
