As a member of the agency’s Executive Team, oversee the full scope of human resources ensuring that the agency’s hiring and employment practices are congruent with its core values, comply with all state and federal employment requirements, and support high performance across all departments.
Manages recruiting, screening and interviewing process to ensure vacant positions are filled promptly with excellent candidates
Consults with and support hiring managers to streamline communications and to ensure equal employment opportunity procedures
Conducts reference and background checks for recommended new hires
Conducts New Hire Orientation; develops and updates orientation packets
Consults with and advises leadership on a wide variety of sensitive personnel issues for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and regulations.
Reviews, updates and maintains current job descriptions
Plans, manages and leads the employee benefit program including evaluating different plans and options to ensure the best possible package for employees
Ensures employees understand benefit package/options with clear written and verbal information
Administers wage and salary program to promote equitable compensation and ensures timely coordination with the payroll department
Documentation and Compliance
Collects required documents and maintains up-to-date files for all personnel (e.g. I-9s, resumes, applications, performance reviews, and required licenses/certifications). Completes timely and accurate reporting to workers compensation, unemployment offices, EEO, OSHA etc, as required
Prepares and oversees audits of HR files by grantors government agencies and for financial audits
Serves as the agencys EEO Compliance and HIPAA Privacy Officer
Provide leadership to assist staff and supervisors in attending to vicarious trauma
Oversee annual performance review processes including updating forms, training/supporting supervisors. Develop fair standards and processes so that reviews are tied to quality performance
Investigate grievances and/or complaints and manage consequent actions for the purpose of reaching resolutions that advance a healthy work environment.
Convene and lead Staff Appreciation Committee
Model professional and ethical behaviors and practices, emphasizing quality, continuous improvement, team-work and high performance
Ensure that the Employee Handbook is current and reflects the agencys core values. Ensure that every employee has digital access to the most current version.
Convenes and leads Staff Appreciation Committee
Models professional and ethical behaviors and practices, emphasizing quality, continuous improvement, team-work and high performance. This may include facilitating meetings, workshops, seminars, etc. for the purpose of identifying issues, developing recommendations, supporting other staff and serving as an agency representative in the community

Serve as agency lead for professional development including providing leadership and staff support to the Growth and Learning Committee
Create or secure, manage and ensure that all staff meet annual continuing education requirements for licensing and for programs that advance the agencys quality performance (e.g. HIPPA Regulations, Conflict Resolution, Boundaries, Blood-borne Pathogens)
REQUIREMENTS (for minimum)
EDUCATION: Bachelor’s required, Masters preferred. Professional HR Certification preferred (PHR or SPHR).
OTHER: Fluency in languages other than English and cultural knowledge are a plus. Must provide own transportation and/or have a valid driver’s license as appropriate per job needs.
