Initiate some technical programs, recognize needs of work group and its customers, take initiative to fill the known needs, develop timely, quality solutions to technical problems, lead task teams to research and develop solutions on key issues.
Apply technical experience in field of specialization or broad-based experience in multiple technical fields, and use other technical resources in SRNS, to resolve complex problems. Incorporate advanced technical practices and a variety of complex features such as complicated technical requirements, application of new or special materials or processes and difficult coordination or oversight requirements into problem solving and program planning. Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area(s) of technical expertise. Develop solutions to complex technical problems in fields of expertise. Keep informed on technical needs in SRNS and technical trends in area of expertise in the external world. Be aware of capabilities of the work group and needs of its customers. Identify technical programs which can be carried out with little guidance and take the initiative to accomplish them. Lead task teams for developing solutions to more complex problems. Prepare plans including schedules, budgets and personnel requirements for solving major technical tasks identified by management. Develop schedules, monitor progress, monitor expenditures of budget and review quality of work performed. Include research, development, testing, quality assurance requirements. Communicate the results and objectives verbally and in manuscript form to customers, colleagues, managers and oversight groups. Prepare reports for external publication. Maintain expertise through such activities as publishing internal and external technical reports and/or publications and/or involvement in national professional organizations. Demonstrate creative ability through such mediums as patent disclosures, technical papers and articles and/or utilizing technical skill in contributing to meeting Site missions and goals. Demonstrate commitment to TQ concepts by active participation and successful implementation of Division and leadership in Department TQ Initiatives.
