Job Summary

Within the Department of Assessment, the Specialist - Common Core/PARCC will play a critical role in designing the overall assessment landscape to reflect the new standards established by the Common Core curriculum. The Specialist, working with the broader Assessments team, will also drive the overall effort to prepare the district for the summative PARCC assessment (full launch in SY 14-15) by researching, presenting, and field-testing high-quality assessment items in the upcoming years. Following the full launch, the Common Core Specialist will continue to support schools in their PARCC testing efforts on an ongoing basis.

Essential Job Functions
  • Develop the overall assessment landscape for City Schools to align with the Common Core curriculum including all formative and end of year assessments
  • Provide professional and technical assistance to administrators, teachers, and staff in areas related to PARCC administration
  • Prepare BCPS school leaders and staff to implement the PARCC assessment (full launch in SY 2014-2015) by driving all pilot testing efforts in SY12-13 and SY13-14. Activities will include:
    • Closely collaborating with the Chief Academic Office's implementation of the Common Core curriculum in order to inform all PARCC pilot testing efforts in the coming years
    • Researching and identifying specific assessments to include in PARCC field test efforts
    • Coordinating (from design to implementation) PARCC field tests in select BCPS schools
    • Developing the overall messaging to senior school staff about the PARCC assessment and associated field tests; outlining both the benefits and the potential roadblocks to successful implementation
    • Creating and delivering professional development programs to school staff to train them on the PARCC and prepare them for field tests in their schools
    • Establishing and tracking PARCC implementation benchmarks and reporting findings to key stakeholders
    • Coordinating field test data collection and analysis to inform and refine City School's PARCC assessment plan
  • Manage pre-and post-test cycles of PARCC assessment activities in pilot schools (SY 13-14) and for full district (beginning SY 14-15) including:
    • Developing and delivering training materials for school-based test coordinators and central office staff
    • Scheduling test sessions within specified time frames
    • Coordinating the distribution of test books, answer sheets, and other appropriate test materials
    • Implementing a test monitoring plan to ensure all school adhere to state and local regulations
  • Work collaboratively with state and local school system personnel to meet PARCC requirements and deadlines
  • Perform and promote all activities in compliance with equal employment and nondiscrimination policies; follow federal laws, state laws, school board policies, and professional standards.
  • Bachelor's Degree in education or related field from an accredited college or university. Masters degree in curriculum development or education policy preferred
  • 5 to 7 years of education-related experience, with some direct assessment or curriculum development experience, in a school district or at the federal level
  • Strong experience developing and conducting successful trainings/professional development programs
  • Knowledge of Common Core State Standards, PARCC assessment, and other formative assessment packages
  • Proven ability to use data to inform decision-making
  • Excellent oral and written communication skills
  • Proficient in the use of Microsoft Office Suite: Word EXCEL and PowerPoint skills
