Job Summary: This job is responsible for planning, supervising and evaluating daily operations associated with a designated rehabilitation therapy (e.g. physical therapy, occupational therapy or speech therapy) as delivered in an outpatient setting for a single Franciscan Health System (FHS) facility/region. Work is conducted in accordance with established business objectives, applicable accreditation/regulatory requirements and professional standards for the assigned clinical specialty. An incumbent ensures the delivery of quality and cost-effective patient care, and is also responsible for maintaining optimum staffing levels, supervising the work of professional and support clinical staff, addressing performance management issues and assisting employees in performing all technical/clinical department activities.

As the ‘clinical’ expert for a specific discipline, work will also include leading project teams working on various therapy-specific initiatives/programs that are focused primarily on improving patient care/outcomes across the region or system. An incumbent may function as a “working” supervisor, occasionally filling in to deliver patient care, but the primary focus of the job is supervision. Work requires knowledge of the concepts, professional standards and methodologies applicable to a rehabilitation therapy discipline, and of applicable regulatory requirements sufficient to ensure quality and compliant patient care and to exercise judgment and critical thinking in resolving complex issues. Also requires expertise in supervising and evaluating the work of professional/support staff.

Major decisions are subject to the review and approval of higher-level management. Essential Duties: Plans, supervises and evaluates day-to-day clinical and administrative inpatient operations as conducted in a specific region/facility so as to facilitate cost-effective utilization of resources on a daily basis; determines technical needs relating to daily workload, and facilitates timely availability of supplies/equipment specific to the assigned area; monitors labor budget/expenses and keeps manager informed of issues identified; oversees the resolution of daily clinical, administrative and operational issues; monitors and audits patient care plans and related documentation to ensure conformance with established standards; prepares periodic productivity reports and program updates for review of higher-level authority. Supervises and evaluates the work of subordinate staff performing professional and support services in all rehabilitation therapies; interviews job candidates and makes hiring decisions in conjunction with OP discipline-specific supervisor and IP Manager, ensuring that employees are qualified and properly trained to perform job duties; makes job assignments; provides feedback to manager and communicates performance objectives; evaluates individual performance; provides coaching/professional guidance to staff, addressing performance management concerns and technical issues referred by subordinates as beyond their scope of authority; recommends merit-based pay increases and personnel actions (e.g. discipline/termination) in accordance with established procedures.

Oversees (in conjunction with system-wide Rehabilitation Therapy Services staffing function) all employee staffing activities for the assigned area to ensure adequate/appropriate coverage and operational effectiveness; monitors patient volumes on an ongoing basis; determines work/call back schedules, and authorizes overtime as required; adjusts staffing schedules due to fluctuations in patient volume unplanned absences; communicates changes to facilitate system-wide tracking and scheduling. Participates, in conjunction with manager, in the development of programs and procedures to address efficacy/cost effectiveness of clinical services provided, enhance patient outcomes/satisfaction and promote transition to FHS outpatient services; assesses the quality of services provided by reviewing reports and/or statistical/productivity data and/or through patient feedback; identifies trends and opportunities for quality/performance improvement. Keeps abreast of organizational initiatives, changing needs/priorities and regulatory requirements with potential for impacting matters within designated scope of responsibility; assesses applicability to current initiatives/objectives, identifying opportunities to enhance current processes, customer service and overall productivity. Coordinates the orientation and training of assigned staff, and records/reports progress of individual employees; facilities the availability of continuing education opportunities that are critical for maintaining and advancing employee qualifications and skill levels.

Represents the service area at internal management, administrative and/or interdisciplinary meetings and/or with special interest groups or related forums as requested. Supervises rehabilitation student fieldwork activities for the assigned discipline; screens potential students, assigns a clinical instructor to each student; oversees the student’s orientation and schedule. On an incidental basis, performs clinical duties of a licensed therapist (OT/PT/Speech) (refer to applicable job : Speech-Language Pathologist, Job Code 2032; Occupational Therapist, job code 2010/2012, Physical Therapist, job code 2000/2002) in accordance with scope of practice to fill in as needed (comprises 20% of the time or less); assesses patients, interprets findings and formulates/executes treatment plan; reviews goals and treatment plan with patient and/or caregiver; maintains clinical expertise in rehabilitation therapy standards, protocols and procedures as necessary. Performs related duties as required.

QualificationsEducation: Position requires graduation from an accredited School of Occupational Therapy, completion of fieldwork, B.S., M.S., or MOT in OT; OR graduation from an accredited School of Physical Therapy, completion of fieldwork, and Bachelor’s, Master’s or Doctorate in Physical Therapy; OR Master’s Degree in Speech-Language Pathology from an accredited program, Experience: A minimum of four years of related work experience in a healthcare environment, including one year in a “lead” or supervisory capacity. License/Certification: Current Washington State Licensure in Occupational Therapy, Physical Therapy or Speech Therapy. If licensed in Speech/Language Pathology, also requires current Certificate of Clinical Competence (CCC) in Speech/Language Pathology by the American Speech/Language/Hearing Association (ASHA). Current BLS Certification.
