You will be subject to a background/suitability investigation. DUTIES:

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, the incumbent performs assignments of a more limited scope and with less independence. The incumbent will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

The Health Technician - Telehealth Clinical Technician will be working at the VA Yreka Healthcare System, Yreka, CA. The Veterans Health Administration (VHA) expands the provision of patient care to various institutional and no institutional settings, such as the Department of Veterans Affairs Medical Centers (VAMC's), Community-Based Outpatient Clinics (CBOCs), State Veteran Homes. Vet Centers, homeless shelters, Indian HealthServices (lHS), Department of Defense (DOD) and other affiliated organizations by utilizing innovative telecommunication technologies to enhance care coordination, access to care, and to routinely and proactively manage diseases to prevent healthcare crises. These programs may include, but are not limited to, Video Conferencing, Learning Management System, My HealtheVet (MHV), Home Telehealth (HT), Clinical Video Telehealth (CVT) and Store and forward Telchealth (SFT) technologies.

Major duties and responsibilities include:
Performing telehealth images, includingtele-retinal imaging, Tele-dermatology imaging, Tele-Wound Care imaging.
Initiate consultations for patients on behalf of the primary care provider. Schedule or refer patients who can not be adequately treated over the computer/phone. Serve as a patient site clinical coordinator and manager of telehealth services in assigned clinic(s). Install, maintain, inventories, and train staff onall video-conferencing technologies, and scheduling software used to coordinate, manage resources, and connect staff. Readies the equipment for the exam. Coordinate information between facilities. Develop programs and processes to ensure telehealth modalities are appropriate to the needs of the patient. Review data for the telehealth program, and design studies and training programs to improve patient telehealth services. Develop reporting procedures. Perform patient screening and determine the cognitive, physical, emotional and chronological development of adult andgeriatric patients in effecting appropriate inter/intra facility and outpatient transportation. Orient patients to all telehealth services. Assist in direct patient care under the supervision of an independent licensed healthcare provider, duties include but are not limited to performing temperature, blood pressure, respiratory rate, oxygen saturation measurements, measuring height and weight.

WORK SCHEDULE: MONDAY - FRIDAY FOUR (4) HOURS PER DAY BETWEEN 8:00 AM - 4:30 PM

QUALIFICATIONS REQUIRED:
ENGLISH LANGUAGE PROFICIENCY:
In accordance with 38 U.S.C. 7402(d), No person shall serve indirect patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

GS-5: You must possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of thisposition. To be creditable, this experience must have been equivalent to the next lower grade level in Federal service. Possess a successfully completed a 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position being filled. This education must have been obtained in an accredited college or university. (TRANSCRIPT REQUIRED)

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as apercentage of the education required for the grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level.

Example: the position to be filled is an Editorial Assistant, GS-5. The applicanthas 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience. The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100% of the requirement for one year of specialized experience and is qualified for the position.

PHYSICAL REQUIREMENTS

The workis primarily sedentary but also requires some standing, walking, bending,lifting and carrying of light items. The work requires above average agilityand dexterity. The work may require heavy lifting of equipment or assistingpatients. Must be able to travel to outlying CBOCs or Outreach clinics andpossess a valid driver's license.

The work environment involves risks typically associated with performance laboratory work; Work involves regular and recurring exposure to moderate risks or discomforts that require special safety precautions.

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
