The Stephenson Disaster Management Institute (SDMI), which is part of the Stephenson National Center for Security Research and Training, hosted in the E. J. Ourso College of Business at Louisiana State University is seeking applicants for a GIS Analyst 2 Position. JOB SUMMARY: Under the direction of the Associate Director, the GIS Analyst 2 is responsible for the daily administration of mapping applications that includes the collection of geospatial data that supports the creation of a statewide critical infrastructure database. The position is 100% federally funded and will be dedicated to the creation of a statewide critical infrastructure database that will support first responders at the Federal, State and local levels of government. This position must possess strong organizational and verbal/written communication skills with an ability to work independently. JOB RESPONSIBILITIES: Maintains and administers applicable GIS systems; develops and maintains critical infrastructure databases; creates shapefiles for use in the building and implementation of parishwide critical infrastructure database; utilize Trimble data collection devices with TerraSync software; gather, analyze and integrate spatial data and determine the best way to display the information using GIS; performs field verifications of critical infrastructure; troubleshoots and addresses discrepancies, and coordinates directly with parish officials regarding parish data; prepares GIS layers, datasets, and applications for applicable uses related to the creation of a critical infrastructure geodatabase; performs special duties and analyses of various parish agency operations to define problems and determine methods of adapting GIS applications that will ensure the agency will be able to maintain geospatial data upon completion of the project; creates parish and city maps using GIS software and related equipment for the support of various local and state agencies and the day to day operations of SDMI; maintains existing databases and keeps information current; gathers and verifies field data for utilization in existing mapping applications and other parties who have an interest in accurate location of critical infrastructure and other point features; process and correct data from the field.
Bachelor's degree with a minimum of 12 semester hours in geography/geographic information systems, database design, information technology, or disaster management. SUBSTITUTIONS: Three years of professional level work in Geographic Information Systems (GIS), ArcGIS Desktop or completion of ArcGIS Desktop (I, II, & III) courses or familiarization and experience with Trimble and TerraSync software can be substituted for an individual who doesn't have 12 semester hours in geography/geography information systems.
Ability and willingness to travel up to 50% of the time to work with parish officials and collect GIS data from the field.
Proven ability for critical thinking and analytic skills; ability to manage multiple priorities; executive assistant or comparable experience; ability to work independently and as a team member; samples of relevant work product by the applicant are encouraged.

Advertised as three positions: 037028, 037029, 037030. An offer of employment is contingent on a satisfactory pre-employment background check. Following December 31, 2014, the incumbent will have the opportunity to remain on staff if they are able to generate additional funding through grant and project opportunities. A lack of funding can result in termination of this position.
